海南省科技计划体系优化改革方案

Action Plan to Optimize and Reform the S&T Planning System of Hainan Province

为贯彻落实《海南省“十四五”科技创新规划》和《海南省以超常规手段打赢科技创新翻身仗三年行动方案(2021-2023年)》,完善科技计划体系,优化创新资源配置,提升科技创新对海南自由贸易港建设的战略支撑作用,现提出如下改革方案。

This Plan is formulated to implement the 14th Five-Year Plan for Science and Technology Innovation in Hainan Province and the Three-Year Action Plan for Winning the Science and Technology Innovation Battle by Extraordinary Means in Hainan Province (2021-2023), improve the science and technology (S&T) planning system, optimize the allocation of innovation resources, and enhance the strategic support of science and technology innovations for the construction of Hainan Free Trade Port.

一、指导思想

I. Guiding Principles

紧紧围绕省委、省政府中心工作,聚焦“陆海空”重大目标任务和重点创新创业主体、平台载体,充分发挥海南自由贸易港科技合作政策优势,进一步优化科技专项布局和项目生成机制,聚焦聚力,配置科技创新资源,推动新起点上更高质量的科技创新,支撑引领海南开启海南自由贸易港建设新征程。

The guiding principles are to center around the core work of CPC Hainan Provincial Committee and the People's Government of Hainan Province; focus on the major objectives and tasks of the seed breeding, deep-sea and aerospace industries, key innovation and start-up subjects, platforms and carriers; give full play to the advantages of Hainan Free Trade Port in terms of science and technology cooperation policies; further optimize the layout of science and technology projects and the project generation mechanism; gather all necessary resources; allocate science and technology innovation resources; promote Hainan Free Trade Port to achieve higher-quality science and technology innovations at a new starting point; and lead Hainan to start a new journey for the construction of Hainan Free Trade Port.

二、改革任务

II. Reform Tasks

(一)优化科技专项布局

(I) Optimizing the layout of science and technology projects

为更好地适应科技活动规律和海南自由贸易港建设的新要求,增强改革的系统性、全面性和协同性,取消原“基础与应用基础研究计划、重大科技计划、重点研发计划、技术创新引导计划和创新能力建设计划”等五大科技计划,优化设置七个科技专项。改革后的科技计划体系优化简化,定位清晰,易于管理。

To better adapt to the laws of science and technology activities and the new requirements on the construction of Hainan Free Trade Port, efforts shall be made to enhance the systemic, comprehensive and synergistic nature of the reform, abolish five major science and technology plans (including the Basic and Applied Basic Research Plan, Major Science and Technology Plan, Key Research and Development Plan, Technology Innovation Guidance Plan and Innovation Capacity Building Plan), and optimize seven science and technology projects.The reformed science and technology planning system is optimal, simple, clearly positioned and easy to manage.

1. 设置科技专项。

1. Setting up science and technology projects.

(1)“陆海空”科技专项。为新设立专项。强化政府引导和顶层布局,聚焦种业、深海、航天等三大未来产业,委托“陆海空”省实验室(省技术创新研究院)组织实施,建立“省实验室+领域首席科学家+项目精英团队+外部协作单位”的技术创新体系,进行系统化和全链条部署,支持开展“陆海空”领域基础前沿技术、核心关键技术、产业化技术研发,支撑三大未来产业发展。

(1) Science and technology projects in the “seed breeding, deep-sea and aerospace” industries. These are newly created projects. These projects aim to strengthen government guidance and top-level layout, focus on three future industries (the seed industry, the deep-sea industry and the aerospace industry), entrust the provincial laboratories (provincial technology innovation research institutes) in the “seed breeding, deep-sea and aerospace” industries to organize and implement, establish a technological innovation system consisting of "provincial laboratories + chief scientists + elite project team + external collaborative units”, realize a systematic and whole-chain layout, support the research and development of basic, cutting-edge, core and industrialized technologies in the“seed breeding, deep-sea and aerospace” industries, contribute to the development of these three industries of the future.

(2)重点研发专项。为整合专项。聚焦高新技术产业、现代服务业、旅游业和热带高效农业等产业科技创新发展需求,以及面向保障人民生命健康和促进可持续发展的迫切需求,开展应用研究、集成创新和引进消化吸收再创新,解决制约民生和公共服务的关键科技问题,促进科技成果转化,提升人民生活品质,促进人与自然和谐发展,支撑实体经济高质量发展。包括共性关键技术、院士创新平台科研和省属科研院所技术创新等。

(2) Key R&D projects. These are integrated projects. These projects aim to meet the needs for scientific and technological innovation and development in high-tech industries, modern service industries, the tourism industry and the tropical high-efficiency agriculture, as well as the urgent needs for safeguarding people's life and health and promoting sustainable development; carry out applied researches, integrate innovations and re-innovation based on import, digestion and absorption; solve key scientific and technological problems that restrict the livelihood and public services; promote the transformation of scientific and technological achievements; enhance the quality of the life of people; boost the harmonious development of the human beings and the nature; and support the high-quality development of the real economy. They include common key technologies, scientific research of academician innovation platform and technological innovation of provincial research institutes.

(3)自然科学基金专项。为保留专项。聚焦基础、前沿技术和人才培养,支持科研事业单位及国有企业、规模以上工业企业、高新技术企业的在职人员开展自然科学及与自然科学相交叉学科领域的基础研究、应用基础研究和科学前沿自由探索,培养科学技术和产业研究人才,培育源头创新能力,服务重点产业发展,为建设科技强省提供有力支撑。

(3) Natural science fund projects. These are retained projects. These projects aim to focus on basic and cutting-edge technologies and talent incubation; support the personnel of scientific research institutions, state-owned enterprises, industrial enterprises above the designated size and high-tech enterprises to carry out basic researches, applied basic researches and free exploration of scientific frontiers in natural sciences and interdisciplinary fields intersecting with natural sciences; foster scientific, technological and industrial research talents; cultivate source innovation capacity; serve the development of key industries; and provide strong support for the development of Hainan into a strong province in science and technology.

(4)高新技术企业发展专项。为整合专项。聚焦企业技术创新主体,通过科研投入补助、科技金融、认定奖励等方式,引进和培育发展高新技术企业;支持重点园区、创新创业平台建设,促进科技成果转移转化,提升产业集聚和公共服务能力,为我省高新技术产业发展提供科技支撑。包括高新技术企业培育、园区科技创新、创新创业平台和科技金融等。

(4) High-tech enterprise development projects.These are integrated projects. These projects aim to enhance the leading role of enterprises in technological innovations; use research investment subsidies, science and technology finance, accreditation rewards and other means to introduce and incubate high-tech enterprises; support the construction of key parks, innovation and start-up platforms; promote the transfer and transformation of scientific and technological achievements; enhance industrial clustering and public service capacity; and provide scientific and technological support for the development of high-tech industries in Hainan. This includes the incubation of high-tech enterprises, science and technology innovations in industrial parks, innovation and start-up platforms, science and technology finance, etc.

(5)科技条件平台专项。为整合专项。支持建设重大科技基础设施、培育高能级创新载体,打造承接国家战略任务的重大科研平台,通过“筑巢引凤”作用和技术溢出效应,提升承接国家战略任务能力;推动科技资源高效配置和开放共享,打造科技创新发源地。包括重大科技基础设施、研发支撑平台和资源共享服务平台等。

(5) Scientific and technological platform projects.These are integrated projects. These projects aim to support the construction of major scientific and technological infrastructures; foster high-capacity innovation carriers; create major research platforms for undertaking national strategic tasks; enhance the ability to undertake national strategic tasks by “building a nest to attract phoenixes” and via the technology spillover effect; promote the efficient allocation and sharing of scientific and technological resources; and create a birthplace for scientific and technological innovation. This includes major science and technology infrastructures, R&D supporting platforms and resource-sharing service platforms.

(6)科技合作专项。为新设专项。发挥海南自由贸易港政策优势,构建更加灵活高效的国内外科技合作和引才引智机制;支持政府间科技合作,推动更高层次的国际科技合作与交流;引进国内外大院大所落地海南或设立分支机构;有效整合全球科技创新资源,充分发挥科技合作在对外开放中的先导和带动作用,助力海南自由贸易港建设。包括科研机构引进培育、国际合作等。

(6) Science and technology cooperation projects. These are newly created projects. These projects aim to utilize the policy advantages of Hainan Free Trade Port; build a more flexible and efficient mechanism for science and technology cooperation and talent introduction; support science and technology cooperation among governments; promote higher-level international science and technology cooperation and exchange; introduce large domestic and foreign institutions to settle or set up branches in Hainan; effectively integrate global science and technology innovation resources; give full play to the pioneering and driving role of science and technology cooperation in opening up to the outside world; and help the construction of Hainan Free Trade Port.This includes the introduction and incubation of research institutions, international cooperation and exchanges, etc.

(7)市县科技创新专项。为整合专项。聚焦创新型城市、创新型县(市)建设、乡村振兴和科学普及,强化区域协同发展,针对不同地区的产业特征和经济社会发展水平,形成创新能力突出、创新辐射引领作用强的创新驱动发展新标杆,构建县域创新驱动发展新格局。建设农业科技示范基地,引进和示范推广农业新技术、新品种,开展技术培训,发展地方特色优势产业,科技助力乡村振兴。包括市县创新、乡村振兴等。

(7) Municipal and county-level science and technology innovation projects. These are integrated projects. These projects aim to focus on the construction of innovative cities and counties, the revitalization of rural regions and the popularization of the science; strengthen regional collaborative development; establish new innovation-driven development benchmarks with outstanding innovation capacity and strong radiation effect according to different industrial characteristics and economic/social development levels in different regions; and build a new innovation-driven development pattern in counties. In addition, these projects also aim to build agricultural science and technology demonstration bases, introduce and promote new agricultural technologies and varieties, provide technical training, develop industries with local characteristics and advantages, and revitalize the rural regions with science and technology. This includes municipal and county-level innovation, rural revitalization, etc.

(二)完善科技项目管理机制

(II) Improving the mechanism for managing science and technology projects

2.优化科技项目生成机制。拓展科技计划项目来源,通过公开征集、定向择优、定向委托、揭榜挂帅等多种方式,突出质量、贡献、绩效导向,建立以市场和技术需求为导向的科技项目遴选机制,健全稳定支持与竞争性相结合的项目生成机制。按照常年受理、定期评审、分批下达的原则建立科研项目库。突发应急公共事件和省委、省政府高度关注的重大科研任务,按照“一事一议”的原则,确定项目承担单位。

2. Optimizing the mechanism for generating science and technology projects. Great efforts shall be made to expand the sources of science and technology planning projects; highlight the quality orientation, contribution orientation and performance orientation by various means such as open call, targeted selection, targeted entrustment and open competition; establish a science and technology project selection mechanism oriented by market and technological needs; and improve the project generating mechanism combining stable support and wide competition. A pool of scientific research projects shall be established in accordance with the principle of year-round acceptance, regular evaluation and gradual approval. In accordance with the principle of “one issue at a time”, the project undertakers shall be determined for public emergencies, and major scientific research tasks that are highly concerned by the CPC Hainan Provincial Committee and the People's Government of Hainan Province..

3.改革科研项目管理机制。加快推进事业单位专业化服务能力建设,发挥专业服务机构作用,充分运用信息技术,精简管理流程,构筑网上一站式服务平台,逐步由项目管理专业机构承接立项评审、过程管理、验收评估等项目实施的具体工作,构建“管评验”分离的科技项目管理体制。健全项目评审回避、结果反馈、立项公示、专家公示等制度,实现评审全过程的可申诉、可查询、可追溯。

3. Reforming the management mechanism of scientific research projects. Great efforts shall be made to accelerate the capacity building of professional service institutions, give full play to the roles of professional service institutions, fully utilize information technology, streamline management processes, construct an online one-stop service platform, gradually enable professional project management institutions to undertake project evaluation, process management, acceptance assessment and other specific work, and establish a science and technology project management system which can separate the management, assessment and acceptance of projects. The systems concerning the recusal from project evaluation, the feedback of results, the public disclosure of projects and experts and other matters, shall be improved to realize the appealability, accessibility and traceability of the whole evaluation process.

4.完善科研奖惩机制。加强科研诚信建设,实施科研诚信承诺制度,在各类科技项目合同(任务书、协议书等)中约定科研诚信义务和违约责任条款。加强奖惩力度,做好失信行为记录及评分评级工作。对履行勤勉尽责义务且未谋取个人非法利益,因不可抗力等客观因素影响导致未能履约的,按照容错相关规定予以免责或从轻、减轻处理。

4. Improving the mechanism for rewards and punishments related to scientific researches.The construction of scientific research integrity shall be enhanced, a scientific research integrity commitment system shall be established, and scientific research integrity obligations and liability clauses for breach of contract shall be specified in all types of science and technology project contracts (assignment letters, agreements, etc.). The reward and punishment system shall be enhanced to improve the recording and rating of non-compliance activities. Individuals who perform their duty of diligence without seeking illegal personal gains but fail to perform their obligations due to force majeure and other objective factors, shall be exempted from liability or given lighter punishments in accordance with the relevant fault tolerance provisions.

5.压实创新主体法人责任。高等院校、科研院所和企业落实法人监管责任和科研诚信责任,完善内控制度和监督机制,切实加强对管理权限范围内调整事项的审批及备案、项目实施和经费使用的日常监督检查,全程跟踪了解项目实施进展和经费使用情况,及时协调解决存在的问题,确保科研经费规范使用,保障科技项目顺利实施。

5. Clarifying the corporate responsibility of major innovation entities. Higher education institutions, research institutes and enterprises shall perform their supervision and integrity obligations in scientific researches, improve the internal control system and supervision mechanisms, effectively strengthen the approval and filing of adjusted matters, the daily supervision and inspection on the implementation of projects and the use of relevant funds within their competence, follow up the implementation of projects and the use of relevant funds in whole process, coordinate and solve problems in a timely manner, ensure the standardized use of scientific research funds, and guarantee smooth implementation of scientific and technological projects.

(三)完善科研经费管理制度

(III) Improving the scientific research fund management system

6.优化财政科技资金投入方式。遵循科技创新规律,按照科技活动类型,综合运用前资助、后补助等多种支持方式,切实提升财政科技资金使用绩效。对于事前资助项目,主要采取定额资助或事前立项、先期拨付部分引导资金、事中基于绩效评价拨付剩余资金的分期资助方式;对于后补助项目,主要采取总额控制或事前立项,事后基于绩效评价一次性奖励补助方式。

6. Optimizing the investment mode of financial funds in science and technology. Various support methods such as pre-funding and post-funding shall be adopted to effectively improve the use of financial funds in accordance with the law of scientific and technological innovations and the types of scientific and technological activities. For pre-funded projects, the main funding approach is to allocate funds by installments (that is to provide a fixed amount of funds or allocate a part of funds in advance, and pay the remaining funds in process based on performance assessment results); for post-funded projects, the main approach is to control the total amount or to set up a project in advance, and grant a one-time incentive subsidy based on performance assessment results after the completion of projects.

7.改革科研经费管理制度。一是简化预算编制,将预算科目精简为设备费、业务费和劳务费三大类,将设备费等预算调剂权全部下放给项目承担单位;对自然科学基金和人才类等项目实施经费包干制。二是加大科研人员激励,提高科研项目间接费用比例,对数学等纯理论基础研究项目,间接费用比例可提高到60%,间接费用可全部用于绩效支出;扩大劳务费开支范围,由单位缴纳的项目聘用人员社保补助、住房公积金等纳入劳务费列支。三是项目验收通过后,结余资金留归承担单位使用,用于科研直接支出;从科研经费中列支的国际合作与交流费用不纳入“三公”经费范围。四是创新财政科研经费支持方式,试点由领衔科学家自主确定研究课题、科研团队和经费使用。五是科研项目可配备科研财务助理,提供预算编制、报销等专业化服务,减轻科研人员事务性负担,相关人力成本费用可通过项目经费等渠道解决。六是改进科研经费监管,加强事中事后监管,依法依规开展审计监督。

7. Reforming the research fund management system. First, the budget preparation shall be simplified by streamlining the budget accounts as equipment costs, operational costs and labor costs. All virement authorities concerning equipment costs and other costs shall be delegated to project undertakers. A lump-sum funding system shall be implemented for the natural science fund projects, talent-related projects and other similar projects.Second, greater incentives shall be offered for scientific researchers, and the proportion of indirect costs of scientific research projects shall be increased. For purely theoretical and basic research projects such as mathematic projects, the proportion of indirect costs can be increased to 60%, and indirect costs can be used entirely for performance expenditures. The scope of labor costs shall be expanded, and the social security subsidies, housing funds and other grants for project employees paid by the enterprises shall be included in the labor costs. Third, after the acceptance of the projects, the remaining funds shall be retained for the use by the project undertakers for direct expenditure on scientific researches; international cooperation and exchange expenditures listed in the scientific research expenditures shall not be included in the three public expenses. Fourth, the financial supports for scientific researches shall be innovated. For pilot projects, leading scientists shall independently determine the research topic, research team and the use of funds. Fifth, scientific research projects shall be provided with financial assistants to provide professional services such as budgeting and reimbursement, to reduce the transactional burden of scientific researchers, and the related labor cost can be met through project funding and other channels. Sixth, the supervision of scientific research funds shall be improved to strengthen post-event supervision and the audit supervision shall be performed in accordance with applicable laws and regulations.

(四)创新科技资源配置机制

(IV) Innovating the scientific and technological resource allocation mechanisms

8.建立省市(县)协同机制。引导市县增加财政科技投入,建立省级财政和市县联动投入机制,在区域创新体系建设、科技成果转移转化、科技成果示范推广等方面促进省市(县)科技部门的协同联动,切实形成目标一致、协作配合的工作合力。在平台载体的培育和认定方面,逐步建立省、市县分级管理的机制,助力各市(县)集聚更多工作抓手,推进区域科技创新发展。

8. Establishing provincial and municipal (county-level) collaboration mechanisms. Cities and counties shall be guided to increase financial investment in science and technology projects, establish a joint investment mechanism for the financial departments at provincial and municipal (county) levels, promote the cooperation of science and technology authorities at provincial and municipal (county) levels in terms of transfer, transformation, demonstration and promotion of scientific and technological achievements, and make concerted efforts with the same objectives. In the incubation and accreditation of platform carriers, a hierarchical management mechanism for provincial and municipal (county) levels shall be gradually established to help cities (counties) gather more working means to promote the development of regional science and technology innovations.

9.探索实施科技计划项目对外开放。支持在海南注册的外资企业与外资研发机构参与承担除涉及国家安全以外的科研项目,推动外籍科学家领衔承担省级科技计划项目。支持国内外高校、科研院所与省内单位共同申请省级科技计划项目,由项目合同各方约定成果归属和分享方式。探索建立财政科技资金跨区使用机制,允许跨境联合项目资金由项目主管单位或项目承担单位根据合同约定拨付至国(境)外牵头单位或参与单位。

9. Exploring the opening-up of science and technology planning projects. Foreign-funded enterprises and foreign-funded research and development institutions, which are registered in Hainan, are supported to participate in scientific research projects other than those involving national security, and promote foreign scientists to take the lead in provincial science and technology planning projects. Colleges and universities at home and abroad, research institutes and other organizations in Hainan are supported to jointly apply for provincial science and technology planning projects, and the parties to the project contracts shall agree on the attribution and share modes of relevant results. Efforts shall be made to explore the establishment of a mechanism for the cross-regional use of financial science and technology funds, and allow cross-border joint project funds to be allocated by the project supervisors or the project undertaker to relevant leading or participating organizations inside or outside China in accordance with relevant provisions specified in project contracts.

三、组织保障

III. Organization and Assurance

(一)统筹兼顾、有序衔接。要着眼长远,立足实际,做好“四个衔接”。一是与海南省“十三五”科技计划体系相衔接,将撤销的科技奖励专项以一次性项目编入部门预算,将科技论坛等科技活动纳入日常工作范畴,原为重大科技计划专门设立的省级财政科技计划管理厅际联席会议和省级财政科技计划战略咨询与综合评审委员会随重大科技计划取消而自然取消;二是与海南省“十四五”科技创新发展规划相衔接,做好科技专项的顶层设计;三是与原各专项项目和经费管理办法相衔接,做好科技专项管理办法的制定和修订工作;四是与部门预算专项资金管理相衔接,保障国家项目和平台的经费配套。省科技厅和省财政厅在改革过程中统筹做好相关工作,确保改革目标任务顺利完成。

(I) Making overall plans and realizing orderly cohesion. Realizing “Four Cohesions” with a long-term perspective and based on realities First, efforts shall be made to cohere the reforms with the S&T Planning System of Hainan Province during the 13rd Five-Year-Plan period to include the abolished special science and technology awards in the budget as one-time expenditure, incorporate the science and technology activities such as science and technology forums in the daily work, and abolish the inter-department joint meetings for provincial financial science and technology plan management and the strategic consultation and comprehensive evaluation committee of provincial financial science and technology plans, which were specially set up for major science and technology plans, with the abolition of major science and technology plans. Second, efforts shall be made to cohere the reforms with the scientific and technological innovation and development plan of Hainan Province during the 14th Five-Year-Plan period to complete the top-level design of scientific and technological projects. Third, efforts shall be made to cohere the reforms with original management measures for special projects and funds to formulate and revise special science and technology management measures. Fourth, efforts shall be made to cohere the reforms with the management of special funds in the departmental budgets to ensure the supporting funds of national projects and platforms. The Department of Science and Technology and the Provincial Finance Department have coordinated the relevant work in the reform process to ensure the successful realization of the reform objectives and the completion of reform tasks.

(二)优化系统、完善流程。优化科技项目综合业务系统,完善科技专项管理流程,加强科技计划管理信息系统的功能和应用。研究制定一张科技计划执行流程图,完善一个多层次的高水平专家库。省科技厅要对各科技专项的支持内容和方式做好充分的调研论证,根据海南自由贸易港建设情况适时予以调整、细化和完善,建立滚动支持和退出机制。

(II) Optimizing systems and improving processes. The comprehensive business system for science and technology projects shall be optimized to improve the management process of science and technology projects, and strengthen the functions and applications of the management information system for science and technology plans. A flow chart shall be developed to implement science and technology plans and improve a multi-level pool of high-level experts. The Department of Science and Technology shall do a thorough research and demonstration of the contents and modes of supports provided to each science and technology special project; adjust, refine and improve them according to the construction of Hainan Free Trade Port as appropriate; and establish a rolling support and withdrawal mechanism.

(三)解放思想、大胆创新。相关部门要进一步解放思想,做好宣传发动工作,营造大胆尝试、勇于创新的工作氛围,积极推进我省科技计划改革工作,优化科技创新资源配置机制,着手解决工作中遇到的实际问题和困难,为海南自由贸易港建设助力。

(III) Emancipating minds and making bold innovations. Relevant departments shall further emancipate minds, do a good job in publicity and mobilization, create an atmosphere encouraging bold attempts and innovations, actively promote the reforms in the science and technology planning system, optimize the allocation mechanism of scientific and technological innovation resources, start to solve real problems and difficulties encountered in the daily work, and make contributions to the construction of Hainan Free Trade Port.

Layout of Reformed Science and Technology Projects

一、陆海空科技专项

I. Science and Technology Projects in“Seed Breeding, Deep-Sea and Aerospace” Industries

聚焦“陆海空”领域的重大技术、重大工程、重大装备等进行系统化和全链条部署,依托省崖州湾种子实验室、省深海技术实验室、省空天技术创新研究院等研发机构,通过建立“省实验室+领域首席科学家+项目精英团队+外部协作单位”的技术创新体系,统筹全省相关领域科研资源,共同谋划重点发展方向,并形成长期稳定支持机制,开展基础前沿技术、核心关键技术攻关和产业化技术研发,打造海南战略科技力量。

These projects aim to: focus on major technologies, key projects and major equipment in the “Seed Breeding, Deep-Sea and Aerospace” industries for systematic and full-chain deployment; coordinate scientific research resources in related fields by relying on R&D institutions such as Yazhouwan Seed Laboratory, Deep-Sea Technology Laboratory and Aerospace Technology Innovation Institute and establishing a technological innovation system consisting of “provincial laboratories + chief scientists + elite project team + external collaborative units”; jointly determine key development direction and form a long-term stable support mechanism; support the research and development of basic, cutting-edge, core and industrialized technologies; and build strategic science and technology forces for Hainan.

二、重点研发专项

II. Key R&D Projects

整合原省重大科技计划、重点研发计划、院士创新平台科研专项和省属科研院所技术创新专项等。

These projects aim to integrate provincial major science and technology programs, provincial key R&D programs, scientific research of academician innovation platform and technological innovation of provincial research institutes, etc.

(一)聚焦支柱产业科技创新发展需求,面向制约我省高新技术、现代农业、社会发展等领域的关键核心共性技术,开展应用研究、集成创新和引进消化吸收再创新,促进科技成果转化,支撑实体经济高质量发展。

(I) These projects focus on the scientific and technological innovation and development needs of pillar industries, face the key common technologies that restrict the development of high-tech technologies, modern agriculture, social development and other fields, carry out applied researches, integrate innovations and re-innovation based on import, digestion and absorption; promote the transformation of scientific and technological achievements; and support the high-quality development of the real economy.

(二)面向院士创新平台,突出技术战略咨询、人才培养、学科建设、院士科技成果应用及转化,围绕重点产业、重大民生科技需求,开展科技创新活动。

(II) These projects face the academician innovation platforms, highlight technology strategy consultation, talent training, discipline construction, application and transformation of scientific and technological achievements of academicians, and carry out scientific and technological innovation activities to meet major scientific and technological needs of key industries and the livelihood of people.

(三)通过项目补助的方式,支持省属科研院所提升研究开发实力和自主创新能力。专项经费主要用于从事基础性工作的人员费用和从事技术开发应用的科研项目支出。

(III)These projects support provincial scientific research institutes to improve their research and development strength and independent innovation ability through project subsidies. The special funds shall be mainly used to pay labor costs of personnel engaged in basic work and the expenditures of scientific research projects for technology development and application.

三、自然科学基金

III. Natural Science Fund Projects

自然科学基金支持科技人员,特别是青年科技人员、经中共海南省委人才发展局或其授权的机构部门认定的高层次人才、高水平科研团队和企业人才在自然科学领域自由选题,开展创新性科学研究,促进各学科均衡、协调和可持续发展,培育产业科技人才,进一步激发我省企业技术创新活力。分为面上项目、青年基金项目、高层次人才项目、创新团队项目和企业人才项目。针对重大科技战略、技术发展规划、重大科技制度创新、科技体制机制改革等,开展软科学研究,推动创新驱动发展。

Natural science fund projects support scientific and technological personnel (especially young scientific and technological personnel, high-level talents, high-level scientific research teams and enterprise talents recognized by the Talent Development Bureau of the CPC Hainan Provincial Committee or its authorized institutions and departments) to freely select research topics in the field of natural science, carry out innovative scientific researches, promote the balanced, coordinated and sustainable development of various disciplines, cultivate industrial scientific and technological talents, and further stimulate the technological innovation vitality of enterprises in Hainan. These projects can be divided into general projects, youth fund projects, high-level talent projects, innovation team projects and enterprise talent projects. They conduct soft science researches to promote innovation-driven development based on major science and technology strategies, technology development planning, major science and technology system innovation, and the reform of the science and technology mechanism.

四、高新技术企业发展专项

IV. High-tech Enterprise Development Projects.

包括高新技术企业培育、园区科技创新、创新创业平台和科技金融等。

This includes the incubation of high-tech enterprises, science and technology innovations in industrial parks, innovation and start-up platforms, science and technology finance, etc.

(一)高新技术企业培育。加大高新技术企业扶持力度,建立科技型领军企业、高新技术企业、科技型中小企业梯次培育机制,引导科技型领军企业、高新技术企业、高新技术企业库企业、科技型中小企业加大研发投入,带动高新技术企业、科技型中小企业协同创新发展。充分发挥财政资金引导作用,引导全社会加大R&D投入。

(I) Incubation of high-tech enterprises. These projects will increase support for high-tech enterprises, establish a cultivation mechanism for leading enterprises, high-tech enterprises and small and medium-sized enterprises in science and technology, guide these enterprises (including those in the Incubator) to increase R&D investment, and drive the collaborative innovation and development of high-tech enterprises and small and medium-sized enterprises in the science and technology field. They also give full play to the guiding role of financial funds and guide the whole society to increase R&D investment.

(二)园区科技创新。支持国家级和省级高新区、农高区科技创新和平台建设,引导我省科技园区高质量发展。

(II) Science and technology innovations in industrial parks. These projects support the scientific and technological innovation and platform construction of national and provincial high-tech industrial and agricultural zones, and guide the high-quality development of science and technology parks in Hainan.

(三)创新创业平台。包括企业孵化器、众创空间、星创天地、大学科技园、国际离岸创新创业试验区、产业创新服务综合体、国家新药转化基地、技术创新中心、新型研发机构、产业技术创新研究院、创新创业大赛等。重点支持相关载体为初创企业、创新团队、创客等提供共享设施和专业化服务;推动相关科技成果转化载体集科技成果、知识产权、资金、人才、服务等创新要素,加快科技成果转化。

(III) Innovation and start-up platforms. These projects include business incubator, crowdsourcing space, agricultural and rural maker space, university science parks, international offshore innovation and startup pilot zones, industrial innovation service complexes, national new drug transformation base, technological innovation centers, new R&D institutions, industrial technology innovation research institutes, innovation and startup competition, etc. They mainly support relevant carriers to provide shared facilities and professional services for start-ups, innovation teams and makers, promote the transformation of relevant scientific and technological achievements, integrate innovative elements such as scientific and technological achievements, intellectual property rights, funds, talents and services, and accelerate the transformation of scientific and technological achievements.

(四)科技金融。包括科转基金、琼科贷和科技创新券。促进科技与金融结合,引导金融机构加大对科技型中小企业和高新技术企业的信贷支持,开展科技保险、科技担保、股权质押等科技金融服务。发挥科技成果转化投资基金作用,带动社会投资,建立多元化的科技投入体系。

(IV) Science and technology finance. This includes scientific and technological achievement transformation funds, technology credit risk compensation funds (Qiong Ke Dai) and science and technology innovation vouchers. These projects will promote the integration of science and technology with finance, guide financial institutions to increase credit support for science and technology-based small and medium-sized enterprises and high-tech enterprises, and provide science and technology financial services such as science and technology insurance, science and technology guarantee and equity pledge. They give full play to the role of investment fund in the transformation of scientific and technological achievements, boost social investment, and establish a diversified science and technology investment system.

五、科技条件平台专项

V. Scientific and Technological Platform Projects

包括重大科技基础设施、研发支撑平台和资源共享服务平台等。

This includes major science and technology infrastructures, R&D supporting platforms and resource-sharing service platforms.

(一)重大科技基础设施。打造承接国家战略任务的重大科研平台,提升承接国家战略任务能力。培育建设国家级科技创新平台,充分发挥重大科研基础设施、国家级科技创新平台“筑巢引凤”作用和技术溢出效应,力争在优势领域取得一批突破性成果。

(I) Major science and technology infrastructures. These projects create major research platforms for undertaking national strategic tasks and enhance their ability to undertake national strategic tasks. They cultivate and build a national scientific and technological innovation platform, give full play to the “building a nest to attract phoenixes” role and the technology spillover effect of major scientific research infrastructures and national scientific and technological innovation platforms, and strive to achieve a number of breakthrough achievements in advantageous fields.

(二)研发支撑平台。包括省实验室、省重点实验室、院士创新平台和省临床医学研究中心等。支持科技创新平台建设和运行,提升科技创新能力,为我省科技创新活动可持续发展提供基础条件保障。

(II) R&D supporting platforms. These platforms include provincial laboratories, provincial key laboratories, academician innovation platforms, provincial clinical medicine research centers, etc. They support the construction and operation of scientific and technological innovation platforms, improve scientific and technological innovation ability, and provide basic conditions for the sustainable development of scientific and technological innovation activities in Hainan.

(三)资源共享服务平台。支持大型科学仪器共享平台、科技资源库(馆)和科学数据中心等科技资源平台建设及运行,加强优质科技资源有机集成,扩大资源开放共享,提升资源使用效益。

(III) Resource-sharing service platforms. These projects support the construction and operation of scientific and technological resource platforms such as large-scale scientific instrument sharing platform, scientific and technological resource libraries and scientific data centers, strengthen the organic integration of high-quality scientific and technological resources, expand the opening and sharing of resources, and improve the efficiency of resource use.

六、科技合作专项

包括科研机构引进培育、国际合作等。

This includes the introduction and incubation of research institutions, international cooperation and exchanges, etc.

(一)科研机构引进培育。支持引进国内外大院大所落地海南,带动本地科研机构协同发展。发挥海南自由贸易港政策优势,引进集聚国内外知名高等院校、科研院所、高新技术企业来琼设立科研机构。

(I) Introduction and incubation of research institutions. These projects support the introduction of domestic and foreign institutes to Hainan and drive the coordinated development of local scientific research institutions. They give play to the policy advantages of Hainan Free Trade Port, and introduce and gather well-known colleges, universities, scientific research institutes and high-tech enterprises at home and abroad to set up scientific research institutions in Hainan.

(二)国际合作。包括国际合作项目、国际合作基地和引才引智项目。通过国际合作研发、科研人员交流、举办高水平国际学术交流会议等方式,强化政府间科技合作,支持在合作框架下实施科研项目联合攻关;支持科技成果转化、科技人文交流;支持国际创新园、国际联合研究中心、国际技术转移中心、海外科技合作示范基地、联合实验室、国际技术转移体系等。

(II) International cooperation. This includes international cooperation projects, international cooperation bases and talent introduction projects. These projects strengthen intergovernmental scientific and technological cooperation through international cooperative research and development, exchange of scientific researchers and high-level international academic exchange conferences, and support the implementation of joint research projects under the cooperation framework. They also support the transformation of scientific and technological achievements, scientific and cultural exchanges, international innovation parks, international joint research centers, international technology transfer centers, overseas scientific and technological cooperation demonstration bases, joint laboratories, international technology transfer systems, etc.

七、市县科技创新专项

VII. Municipal and County-Level Science and Technology Innovation Projects

包括市县创新、乡村振兴等。

This includes municipal and county-level innovation, rural revitalization, etc.

(一)市县创新。包括创新型城市建设、创新型县(市)建设和科学普及。以构建多层次、多元化县域科技创新体系为核心,支持国家创新型城市和创新型县(市)建设,强化科技创新与县域经济社会发展有效对接,加大科技研发投入,搭建科技创新平台,培育高新技术产业。普及科学知识、弘扬科学精神、传播科学思想、倡导科学方法,推动全民科学素质持续提升,助力创新型省份建设。

(I) Municipal and county-level innovation. This includes the construction of innovative cities and counties and the popularization of the science. These projects, centering around the construction of a multi-layer and diversified county-level scientific and technological innovation systems, support the construction of national innovative cities and innovative counties, strengthen the effective connection between scientific and technological innovations and county-level economic and social development, increase investment in scientific and technological researches, build scientific and technological innovation platforms, and cultivate high-tech industries. They popularize scientific knowledge, carry forward the scientific spirit, disseminate scientific ideas, advocate scientific methods, promote the continuous improvement of the scientific quality of all people nationwide, and help build Hainan into an innovative province.

(二)乡村振兴。支持科技特派员工作,建设农业科技示范基地,引进应用和示范推广农业新技术、新品种及良种良法,开展技术培训,发展地方特色优势产业,科技助力乡村振兴;支持科技特派员110服务站,为农业、农村、农民提供方便、快捷综合性农业科技服务平台。

(II) Rural revitalization. These projects shall support the work of science and technology commissioners, build agricultural science and technology demonstration bases, introduce and promote new agricultural technologies and varieties with fine cultivating methods, provide technical training, develop industries with local characteristics and advantages, and promote rural revitalization with science and technology; support the 110 service stations of science and technology commissioners to provide convenient and quick comprehensive agricultural science and technology service platforms for the agriculture, rural areas and farmers.
