Policy Interpretation for Hainan Province's Event and Personnel Exchange Project
Hainan Province's Event and Personnel Exchange Project aims to facilitate international scientific and technological exchange conferences, negotiations, forums, and other projects within the province. The project comprises two categories of activities: key activities and general activities.
In order to apply to participate in this project, the applicant unit must be a legally registered enterprise, scientific research institute, university, or other organization within Hainan Province that possesses independent legal personality. Furthermore, the applicant must not be listed in the register of abnormal business operations, or the list of dishonest activities.
When applying for the Event and Personnel Exchange Project, the following documents and supporting materials should be submitted:
1.Approval documents and relevant contracts or agreements for hosting the event.
2.A detailed list of project expenses, expenditure documents, and related contracts or agreements.
3.Supporting materials such as photos, attendance records, summary reports, and other relevant documents related to the event.
These documents and materials are required to support the application for the Event and Personnel Exchange Project. They will be used to evaluate the applicant's eligibility and to ensure the legitimacy and accuracy of the project expenses. We urge all applicants to carefully prepare and submit all required materials to facilitate the review process.
For the Event and Personnel Exchange Project, funding will be awarded based on performance, with a subsidy of up to 50% of actual expenses, to a maximum of 500,000 yuan, granted to key activities. The participation of important foreign personnel in key activities should be more than 20 people, with a minimum total of 100 participants.
For general activities, a subsidy of up to 50% of actual expenses, to a maximum of 200,000 yuan, will be granted. The participation of important foreign personnel in general activities should account for more than 25% of the total number of participants, with a minimum total of 30 participants. Each unit can apply for up to two Event subsidies per year, with a maximum amount of 1 million yuan.
Funds for the Event and Personnel Exchange Project are mainly used to host various international scientific and technological cooperation exchange conferences, negotiations, promotions, and forums.
This includes expenses related to promotional activities, venue and equipment rentals, vehicle rentals, exhibition arrangements, and the employment of personnel related to the event. It also includes expenses related to transportation, accommodation, and labor costs for foreign experts and scholars who come to Hainan Province to engage in exchange and cooperation during the event.
