"Elite Initiative" for High-Tech Enterprises:
"Implementation Details for Incentive Management in Hainan Province's High-Tech Enterprises Elite Initiative" (Qiongke Regulation [2022] No. 21).
Funding Measures: Seed enterprises, gazelle enterprises, and leading enterprises will receive subsidies of up to 3 million yuan, 5 million yuan, and 10 million yuan, respectively, based on 15% of their actual R&D investment exceeding 3% their sales revenue.
"Elite Initiative" for High-Tech Enterprises:
"Implementation Plan (Revised) for the 'Elite Initiative’ of High-Tech Enterprises in Hainan Province" (Qiongke [2022] No. 177)
Target Audience: High-tech enterprises in Hainan Province with a valid business license.
Subsidy Amount: Seed enterprises, gazelle enterprises, and leading enterprises will receive subsidies of up to 3 million yuan, 5 million yuan, and 10 million yuan, respectively, based on 15% of their actual R&D investment exceeding 3% of their sales revenue.
Requirements for Being Included in the Database:
Based on different development stages, levels, and development goals, a group of exemplary or benchmark enterprises will be selected and prioritized based on their innovation capabilities, R&D level, development status, and other factors.
Support will be provided for the growth of three strategic emerging industries, the digital economy, petrochemical new materials, and modern biomedicine, alongside the future industries of southern seed breeding, deep-sea exploration, and aerospace. Enterprises in relevant fields may have relaxed application requirements.
Enterprises that have won provincial or national innovation and entrepreneurship competitions, or provincial, ministerial, or national-level scientific and technological awards, or have taken the lead in organizing and implementing national science and technology programs or major provincial scientific and technological programs, can have their requirements appropriately lowered according to their application category.
(1) Application Requirements for "Seed Enterprises":
· The previous year's operating income is ≥ RMB 5 million;
· Have original technology in specific niche fields;
· Production technology, processes, and product quality performance are at a leading position in the province, with good brand influence and a strong R&D team;
· The compound annual growth rate of operating income in the past three years is ≥ 10%;
· The average R&D investment intensity in the past three years (total R&D investment in three years/total operating income in three years) is ≥ 4%.
Subsidy Amount: A maximum subsidy of RMB 3 million will be provided based on 15% of the actual R&D investment exceeding 3% of sales revenue.
(2) Eligibility criteria for "Gazelle Enterprises":
· Maintained positive growth in both revenue and net profit over the past three years;
· Composite annual growth rate of revenue over the past three years: ≥20% for revenue between RMB 10 million (inclusive) and RMB 100 million (exclusive); ≥15% for revenue between RMB 100 million (inclusive) and RMB 500 million (exclusive); and ≥10% for revenue over RMB 500 million;
· Average R&D investment intensity over the past three years: ≥4%;
· Obtained independent intellectual property with high value in the relevant industry over the past three years;
· Proportion of R&D personnel to total employees: ≥10%, and maintained positive growth in the past three years;
· A maximum subsidy of RMB 5 million will be provided based on 15% of the actual R&D investment exceeding 3% of sales revenue.
The application requirements for "Leading Enterprises" are as follows:
· Strong ability to cooperate with universities, research institutions, and international science and technology organizations, as well as well-known brands;
· The annual operating income of the previous year should be at least RMB 500 million;
· The main economic indicators such as R&D investment, main business income, paid taxes, and net profit have maintained a compound positive growth trend over the past three years;
· Owns independent core intellectual property rights, and has a sustainable ability to create intellectual property and transform research outcomes;
· The average R&D investment intensity over the past three years is ≥3%;
· Plays a key role in driving innovation throughout the industry chain, generally as a leading enterprise in the field.
Subsidy amount: A maximum subsidy of RMB 10 million will be provided based on 15% of the actual R&D investment exceeding 3% of sales revenue.
High-tech enterprises "Doubled Innovation Project" (R&D Incremental Award)
"Implementation Rules for R&D Incremental Award for High-tech Enterprises in Hainan Province" (Qiongkegui [2021] No. 6)
Subsidy Form: Research and development funding incentives will be given to high-tech enterprises within the valid certification period in Hainan province every year.
Subsidy Amount: 30% of the annual increase in R&D expenses (up to RMB 2 million for large enterprises and up to RMB 1 million for others).
Application Conditions:
· Must be a high-tech enterprise within the valid certification period.
· In the two years prior to applying for the award, R&D expenses must account for at least 5% of sales revenue (for sales revenue less than or equal to 50 million yuan), at least 4% of sales revenue (for sales revenue between 50 million and 200 million yuan), or at least 3% of sales revenue (for sales revenue above 200 million yuan).
· Must submit required materials, such as Torch statistics survey and annual development reports, within the valid certification period.
· If applying for a subsidy of more than 50,000 yuan, must provide a special audit report for the past two years of R&D expenses.
· Must organize and keep related R&D investment materials for inspection.
Subsidy Form: A one-time incentive fund will be provided to high-tech enterprises that relocate to Hainan province during the valid certification period.
Subsidy Amount: 5% fixed investment or 10% R&D investment within 12 months after completing relocation registration (limit ≤ 5 million).
Application Requirements:
· Relocate to Hainan province during the valid certification period of the high-tech enterprise qualification and obtain relevant certification documents from the Hainan provincial high-tech enterprise certification and management agency.
· The enterprise is still within the valid certification period of the high-tech enterprise qualification when applying for the incentive.
· Substantial operations in Hainan province after relocation.
· Submit Torch Statistics Survey and Annual Development Report materials as required during the valid certification period.
· Application must be made within 2 years after relocation registration, and no application will be accepted after the deadline.
High-tech Enterprise "Double Increase Plan" (Incubation Program) Management Measures for the Incubation Program of High-tech Enterprises in Hainan Province (Qiong Ke Gui [2021] No.3).
Subsidy Form: Based on the R&D investment and enterprise size of the registered enterprises, subsidies will be provided to them for R&D funding.
Subsidy Amount: The subsidy amount will not exceed 25% of the annual R&D expense increase, with a maximum of 500,000 RMB.
Requirements for Application (partial):
· R&D expenditure ratio (≥5% for sales revenue less than or equal to 50 million RMB, ≥4% for sales revenue between 50 million RMB and 200 million RMB, ≥3% for sales revenue exceeding 200 million RMB).
· The proportion of R&D expenses incurred in China to the total R&D expenses must be at least 60%.
· The proportion of scientific and technical personnel to the total number of employees in the enterprise must be at least 10%.
· The proportion of revenue from high-tech products (services) in the past year to the total revenue of the enterprise in the same period must be at least 60%.
· The comprehensive score of the enterprise innovation ability evaluation standard in the "Guidelines for the Management of High-tech Enterprise Identification" is between 55 and 70.
Removal from the Program
1. The enterprise has already been recognized as a high-tech enterprise.
2. The enterprise has been in the program for a minimum of 3 years.
3. The enterprise no longer meets the conditions outlined in Article 5 of these regulations due to changes in its business scope, main business, or other related factors.
4. The enterprise has engaged in serious falsification during the application process.
5. The enterprise has been subjected to administrative penalties due to violations of administrative laws and regulations after being admitted to the program.
6. The enterprise has been included in the list of enterprises with abnormal operations or the list of enterprises with serious violations of laws and regulations.
"Companies that have been removed from the program will not be re-admitted.
Eligibility for subsidy application for companies that have been admitted to the program are as follows:
1. For companies that submit an application for high-tech enterprise recognition in the second or third year, after expert evaluation, the comprehensive score is higher than the previous year but not exceeding 70 points;
2. The company's total assets and total tax amount have increased compared to the previous year.
Companies that do not meet the above conditions will not continue to receive support.
Hainan Province Science and Technology Small and Medium-sized Enterprises "Interim Measures for the Administration of Identification of Hainan Province Science and Technology Small and Medium-sized Enterprises" (Qiong Ke Gui [2021] No. 9)
Validity period of three years.
Application requirements.
1. Registered resident enterprises within the administrative region of Hainan Province. The products and services provided by the enterprise do not belong to the categories prohibited, restricted, or phased out by the state.
2. The enterprise has not had any significant safety, quality, or serious environmental violations or research misconduct during the previous year and current year's reporting period, and the enterprise is not included in the list of abnormal business operations and serious violations of laws and regulations by enterprises.
3. The total number of employees does not exceed 500, and the annual sales revenue and total assets do not exceed RMB 200 million.
4. Not identified as a high-tech enterprise.
5. The enterprise obtains a comprehensive evaluation score of no less than 60 points based on the evaluation criteria for Hainan Province Science and Technology Small and Medium-sized Enterprises, and the score for the indicator of scientific and technological personnel is not zero.
Direct Access:
If a company meets conditions 1-4 and also meets one of the following conditions, it can be directly confirmed to meet the conditions:
1. The company has won provincial-level science and technology awards in the past three years;
2. The company has a registered or accredited in-house R&D department.
3. The company has led or participated in provincial-level financial science and technology programs in the past three years.
Support measures
1. For enterprises included in the Hainan Province Science and Technology Small and Medium-sized Enterprise Registry, cities and counties shall formulate funding management measures to encourage local finance to provide a maximum of 50,000 yuan reward to each enterprise in the Registry based on their input in scientific and technological research and development.
2. In the organization and implementation of provincial-level science and technology projects, support is provided to Hainan Province Science and Technology Small and Medium-sized Enterprises to participate extensively in projects led by high-tech enterprises, universities, and research institutions, and to form innovative consortia for tackling key research challenges.
3. Support is given to eligible science and technology small and medium-sized enterprises to establish internal research and development platforms, attract and cultivate core innovation teams, and apply for recognition as high-tech enterprises.
Incentives for Enterprises to Scale up Output Value or Operating Income
Implementation Measures for the Management of Awards for Scaling Up Business Income of Scientific Research and Technology Service Enterprises in Hainan Province' (Qiong Ke Gui [2022] No. 23)
Supported entities:
Scientific research and experimental development, professional technical services, technology promotion and application services (industrial codes 73, 74, 75) [Scientific research and technology service enterprises that are substantially operational].
Incentive measures:
1. For enterprises whose annual operating income breaks through 100 million yuan for the first time, a one-time bonus of 500,000 yuan will be given;
2. For enterprises whose annual operating income breaks through 300 million yuan for the first time, a one-time bonus of 800,000 yuan will be given;
3. For enterprises whose annual operating income breaks through 500 million yuan for the first time, a one-time bonus of 1 million yuan will be given;
4. For enterprises whose annual operating income breaks through 1 billion yuan for the first time, a one-time bonus of 1.5 million yuan will be given.
Application Process:
The Provincial Department of Science and Technology issues a notification for applications, and the city and county science and technology management departments mobilise local enterprises to apply. Enterprises submit materials to the Provincial Department of Science and Technology.
The Provincial Department of Science and Technology reviews the annual operating income of the enterprise. After administrative decision-making, the results are made public for no less than 5 days. Payment is made if there are no objections.
Implementation Measures for Awarding Enterprise Research and Development Institutions in Hainan Province” (QiongKeGui [2022] No.19). Top of Form
Enterprise Research and Development (R&D) Institution: A technical service organization established within an enterprise that is engaged in scientific research, as well as the development of new materials, technologies, products, and processes, as well as related activities such as design, testing, and inspection.
Support Measure 1: The provincial, municipal, and county governments will provide a subsidy based on a 50/50 split, to companies for their actual research and development (R&D) investment in the previous year. The subsidy amount will be 20% of the allowable deduction of R&D expenses reported in the enterprise income tax return and will be provided as a one-time payment of up to a maximum of 1 million RMB.
Application Requirement 1:
1. Large-scale industrial enterprises or high-tech enterprises;
2. R&D institutions established by these enterprises must be registered with the science and technology management department as provincial-level R&D institutions;
3. The R&D institution must be newly recognized as a provincial-level institution and have not previously received a one-time recognition award.
Support Measure 2:
1. For an increase in R&D funding between 10,000 RMB and 30,000 RMB (inclusive), a reward of 5,000 RMB will be given;
2. For an increase in R&D funding between 30,000 RMB and 50,000 RMB (inclusive), a reward of 10,000 RMB will be given;
3. For an increase in R&D funding between 50,000 RMB and 100,000 RMB (inclusive), a reward of 20,000 RMB will be given;
4. For an increase in R&D funding between 100,000 RMB and 200,000 RMB (inclusive), a reward of 30,000 RMB will be given;
5. For an increase in R&D funding between 200,000 RMB and 300,000 RMB (inclusive), a reward of 40,000 RMB will be given;
6. For an increase in R&D funding of over 300,000 RMB, a reward of 50,000 RMB will be given.
Application Requirements 2:
1. The enterprise must be a large-scale one;
2. The established R&D institution must meet the basic conditions for corporate R&D institutions;
3. The enterprise must operate with integrity and compliance and not be listed as a serious violator of trust.
Recognition and Filing of In-house Research and Development Institutions.
Hainan Province Management Measures for the Recognition and Filing of Enterprise Research and Development Institutions (Qiongkegui [2021] No. 10).
The basic requirements for an in-house research and development institution of an enterprise (other than other research and development institutions) are as follows:
1. The enterprise must be a separate legal entity registered in Hainan Province for more than one year, and its main research and development and production activities must be carried out within Hainan Province.
2. The enterprise must own intellectual property rights related to its main business.
3. The total R&D expenditure in the previous year must be ≥ RMB 200,000.
4. There must be at least five R&D personnel, a fixed place to carry out R&D and technology transformation, and research instruments and equipment.
5. There must be at least two research projects underway.

Support for the Construction of R&D Design Institutions
"Implementation Measures for the National R&D Design Platform Funding Approval in Hainan Province" (QiongKeGui [2022] No. 17)
Funding Methods:
1. For national key laboratories, national clinical medical research centres, national technology innovation centres, and national engineering research centres that are approved to be led by public institutions, a subsidy of 10 million yuan for scientific research expenses will be provided each year during the construction period.
2. For national key laboratories, national manufacturing innovation centres, national technology innovation centres, national industrial design centres, national industrial design research institutes, and national enterprise technology centres that are approved to be led by corporate entities, this subsidy amount is calculated as 50% of the total investment in scientific research infrastructure and scientific research expenses that were approved in the previous year.

Support for the Construction of Professional Public Technical Service Platforms
"Implementation Measures for the Reward and Management of Professional Public Technical Service Platforms in Hainan Province" (Qiong Ke Gui [2022] No. 20).
Funding Methods:
New (Expansion) Subsidy: For those with a new (expansion) hardware and software investment of more than 5 million yuan, a reward will be given equivalent to 30% of the investment amount, up to 5 million yuan.
Service Reward: For platforms that provide services to enterprises and institutions (with no investment relationship), a reward will be given for an annual service amount of more than 3-million-yuan, equivalent to 5% of the annual service amount, up to 5 million yuan.
Hardware and Software Investment: Refers to direct investment in platform service function expansion, service site renovation, instrument and equipment procurement, service software purchase, etc.
Annual Service Amount: Direct revenue generated by the platform's service to enterprises and institutions, calculated based on the previous years’ service amount in the reporting year.
Note: The funding is mainly used for the relevant expenses of the platform services.
Support for the Construction of Professional Public Technology Service Platforms
"Measures for the Recognition and Management of Provincial Industrial Innovation Service Complexes (Trial Implementation)" (Qiong Ke Gui [2021] No. 8)
Function positioning:
The main tasks of this platform are to focus on the transformation of scientific and technological achievements, enhance the innovation service capabilities of the industrial chain, and promote the development of industrial clustering and innovation. It is a new carrier that integrates innovative resource elements such as research and development, creative design, pilot services, results promotion, entrepreneurship incubation, exhibition and display, inspection and testing, standard consultation, and talent introduction.
It provides comprehensive innovative services for scientific and technological enterprises and is a public technology service platform for industrial innovation.
Funding Method:
According to Article 19 of the "Three-Year Action Plan for Winning the Battle of Scientific and Technological Innovation by Extraordinary Means in Hainan Province (2021-2023)", the provincial and local governments will provide a one-time maximum subsidy of no more than 5 million yuan to each eligible recipient, with a 50/50 funding split between the provincial and local governments.
Application Requirements:
1. The comprehensive service entity should be established based on the provincial-level key parks with the necessary conditions and willingness to provide a physical space with a general area of no less than 2000 square meters for the relative aggregation of innovative elements.
2. The comprehensive service entity should be established as an independent legal entity by introducing or relying on professional research and development service institutions responsible for declaration and operation.
3. The key parks will introduce a number of well-known domestic and foreign scientific research institutes, several venture capital institutions, and specialized service institutions in inspection and testing, standard information, entrepreneurship incubation, intellectual property rights, etc. for key industries.
4. The comprehensive service entity can provide full-process innovative comprehensive services for enterprises, including research and development, design, inspection and testing, measurement and testing, science and technology finance, talent training, and technology markets.
Attracting and Cultivating Scientific Research Institutions
"Implementation Measures for Supporting the Introduction and Cultivation of Scientific Research Institutions in Hainan Province" (QiongKeGui [2022] No. 18)
Funding method:
1. Independent legal entity research institutions established in Hainan Province with the approval of central government departments can receive funding of up to 20 million yuan.
2. Well-known domestic and foreign research institutes and universities with independent legal branch organizations can receive funding of up to 5 million yuan.
[Only one application is allowed.]
Funding Standards for "Whole System Research Institutions":
1. For research institutions with 100 or more research personnel who are in position or full-time hired (hereinafter referred to as "research institution research personnel"), a research funding subsidy of up to 50% of the total investment in research infrastructure and research and development (R&D) in the previous year will be provided (up to 20 million yuan).
2. For research institutions with 50-100 research personnel (excluding), a research funding subsidy of up to 50% of the total investment in research infrastructure and R&D in the previous year will be provided (up to 15 million yuan).
3. For research institutions with 30-50 research personnel (excluding), a research funding subsidy of up to 50% of the total investment in research infrastructure and R&D in the previous year will be provided (up to 10 million yuan).
4. For research institutions with 20-30 research personnel (excluding), a research funding subsidy of up to 50% of the total investment in research infrastructure and R&D in the previous year will be provided (up to 6 million yuan).
The funding standards for "Branch Institutions" are as follows:
1. If the number of research personnel in the institution is 50 or more, the institution can receive a research funding subsidy of up to 50% of the total investment in research infrastructure and development investment in the previous year, up to 5 million yuan.
2. If the number of research personnel in the institution is between 40 and 50 (excluding 50), the institution can receive a research funding subsidy of up to 50% of the total investment in research infrastructure and development investment in the previous year, up to 4 million yuan.
3. If the number of research personnel in the institution is between 30 and 40 (excluding 40), the institution can receive a research funding subsidy of up to 50% of the total investment in research infrastructure and development investment in the previous year, up to 3 million yuan.
4. If the number of research personnel in the institution is between 20 and 30 (excluding 30), the institution can receive a research funding subsidy of up to 50% of the total investment in research infrastructure and development investment in the previous year, up to 2 million yuan.
5. If the number of research personnel in the institution is between 15 and 20 (excluding 20), the institution can receive a research funding subsidy of up to 50% of the total investment in research infrastructure and development investment in the previous year, with a maximum of 1 million yuan.
Note: the research institution must have been established in Hainan Province since June 2021 and must be registered and have independent legal personality. The institution can only apply for funding once.
Support for National Science and Technology Projects
"Implementation Details for the Management of National Science and Technology Project Subsidies" (QiongKeGui [2022] No. 22)
Supported Recipients:
Enterprise and public institutions that are registered in Hainan Province or have independent legal qualifications in Hainan Province. They should undertake and implement national scientific research projects such as the Technology Innovation 2030, National Major Science and Technology Projects, and National Key R&D Programs within the province. Both the lead unit and participating units are eligible to apply.
Supporting Funding Measures:
1. For scientific research projects that require local governments to provide matching funds in proportion, matching funds will be provided (arranged from the fund for promoting high-quality economic development in Hainan Province).
2. For scientific research projects that do not require local governments to provide matching funds in proportion, targeted and selective funding will be provided (arranged from the key research and development projects in Hainan Province).
Promoting deep integration of industry, academia, research, and application:
“Implementation Plan for the Commissioner System for Enterprise Science and Technology Representatives in Hainan Province" (Qiong Ke [2021] No. 256)
Requirements for Science and Technology Representatives:
· Researchers from universities, secondary vocational schools, and research institutes (nationwide).
Application requirements for enterprises:
· High-tech enterprises or large-scale industrial enterprises selected for the "Elite Initiative" program.
Dispatching requirements:
· Enterprise science and technology representatives are dispatched part-time, with a general term of two years and a cumulative service time of ≥100 days;
· The company should pay work injury insurance premiums for the enterprise science and technology representative according to law and provide necessary scientific research support.
· The city and county science and technology management departments should actively monitor and support the work of enterprise science and technology representatives during their dispatch to companies.
Support Measures:
1. Collaborative scientific and technological projects are selected and included in the special project funding of the province's key research and development plan;
2. Support for the establishment of provincial-level high-level innovation platforms such as provincial technology innovation centres, provincial joint key laboratories, and academicians’ innovation platforms in the dispatched enterprises.
3. Companies can apply for Hainan Province's Science and Technology Innovation Vouchers, and those who meet the conditions will receive priority support; (innovation vouchers are a type of funding mechanism which can be used by SMEs to purchase research and development (R&D) services from eligible service providers, such as universities, research institutes etc.)
4. Honour titles will be awarded to outstanding enterprise science and technology representatives, and they will be actively recommended to apply for relevant talent programs in Hainan Province;
5. Encourage sending units (organizations that send science and technology representatives to companies, such as universities, vocational schools, and research institutes) to develop policy measures to support the innovation of enterprise science and technology representatives.
6. Encourage dispatched enterprises (companies that receive these representatives) to provide necessary life security and scientific research innovation support for enterprise science and technology representatives.
Science and Technology Finance
"Management Measures for Hainan Province's Science and Technology Innovation Vouchers" (Qiong Ke Gui [2022] No. 9)
Subsidy Form:
Pre-subsidy will be provided for technology innovation activities that have signed a service agreement with companies in Hainan Province.
Subsidy Amount:
Each individual company can apply for a maximum of 500,000 yuan per year.
Conditions for Enterprise Application and Use (partially):
1. Support Scope: Services closely related to the main business, such as technology development, technology transfer, technology consultation, technology service, technology license, inspection, testing, and resource sharing.
2. The purchased professional services have a direct correlation with the R&D activities carried out by the enterprise.
3. There is no affiliation, co-construction, or property rights linkage with the cooperative service agencies.
Priority support will be given to technology-based small and medium-sized enterprises, and high-tech enterprises to apply for and use innovation vouchers.
Usage method: Enterprises apply for the Science and Technology Innovation Voucher, and the relevant service organizations (such as universities, research institutions, and independent research and development organizations) provide the services and receive payment.
Conditions for service organizations to apply for admission:
1. Actively assist in promoting the application of Science and Technology Innovation Vouchers, mainly for independent legal entities registered in the province, such as universities, research institutes, and companies with independent research and development institutions.
2. Possess relevant professional service capabilities and qualification certifications. Their full-time service personnel have relevant business experience.
3. Have clear professional service content and service standards, and no record of bad credit.
4. The research and development institutions within enterprise-type service organizations must be recognized as provincial-level or above standards. Elite initiative high-tech enterprises or industrial enterprises above a certain scale with provincial-level research and development institutions can be approved immediately upon application.
Interim Measures for the Management of Science and Technology Credit Risk Compensation in Hainan Province (Qiong Ke Gui [2020] No.14)
Policy objective:
To establish the Hainan Province Science and Technology Credit Risk Compensation Fund (i.e., "Qiong Ke Dai Compensation Fund") to encourage commercial banks to increase their credit support for high-tech enterprises in Hainan Province.
Beneficiaries: High-tech enterprises within the valid certification period or enterprises included in the incubation library of high-tech enterprises in Hainan Province.
Application conditions:
(1) No national or provincial science and technology plan projects have expired without acceptance or have been passively terminated in the past 3 years.
(2) "Qiong Ke Dai" loan funds are project loans and must be used for the company's own R&D and production activities, such as technology research and development, technological transformation, technology introduction, and achievement transformation, (the process of converting the results of research and development into practical applications) and cannot be used for other purposes.
(3) The amount for a single loan shall not exceed 10 million yuan, and the loan period shall not exceed 2 years. The company cannot apply for the loan again until the previous loan has been fully repaid.
(4) The same loan project cannot receive support from other government departments' credit compensation funds.
高新技术企业“精英行动”
《海南省高新技术企业“精英行动”奖励管理实施细则》（琼科规〔2022〕21号）
资助措施：按照实际研发投入超过销售收入3%部分的15%对种子企业、瞪羚企业、领军企业分别给予最高300万元、500万元、1000万元的补贴。
高新技术企业“精英行动”
《海南省高新技术企业“精英行动”实施方案（修订）》（琼科〔2022〕177号）
面向对象：海南省有效期内的高新技术企业
补贴额度：按实际研发投入超过销售收入3%部分的15%对种子企业、瞪羚企业、领军企业分别给予最高300万、500万、1000万补贴。
入库要求：
按照企业的不同发展阶段、层次及培育发展目标，从创新能力、研发水平、发展状况等方面分层次择优培育一批标杆企业；
支持数字经济、石油化工新材料和现代生物医药等三大战略新兴产业以及南繁、深海、航天三大未来产业发展，相关领域企业的申请条件可以适当放宽；
获得省级、国家级创新创业大赛或省部级、国家级科技奖励或牵头组织实施国家科技计划项目、省内重大科技计划项目的企业根据申请类别可适当降低要求。
（一）“种子企业”申请条件：
上一年营业收入≥500万元；
在特定细分领域拥有独创技术；
生产技术、工艺及产品质量性能居省内领先地位，具有较好的品牌影响力及较强的研发团队；
近三年营业收入复合增长率≥10%；
近三年平均研发投入强度（三年研发投入总和/三年营业收入总和）≥4%。
补贴额度：按照实际研发投入超过销售收入3%部分的15%给予最高300万元补贴。
（二）“瞪羚企业”申请条件：
近三年营业收入和净利润均保持正增长；
近三年营业收入复合增长率（上一年度营业收入在1000万元（含）~1亿元（不含）之间【≥20%】、1亿元（含）~5亿元（不含）之间【≥15%】以及5亿元及以上【≥10%】）；
近三年平均研发投入强度≥4%；
近三年内取得相关产业领域内含金量较高的自主知识产权；
研发人员占企业职工人数≥10%，且三年复合呈正增长。
补贴额度：按照实际研发投入超过销售收入3%部分的15%给予最高500万元补贴。
（三）“领军企业”申请条件：
拥有知名品牌，产学研合作和国际科技合作能力较强；
上一年营业收入原则在5亿元以上；
研发投入、主营业务收入、实缴税金和净利等主要经济指标近三年保持复合正增长；
拥有自主研发核心知识产权，并具有持续的知识产权创造和成果转化能力；
近三年平均研发投入强度≥3%；
具有显著的产业链创新辐射带动作用，一般为领域内龙头企业。
补贴额度：按照实际研发投入超过销售收入3%部分的15%给予最高1000万元补贴。
高新技术企业“倍增工程”（研发增量奖励）
《海南省高新技术企业研发经费增量奖励细则》（琼科规〔2021〕6号）
补贴形式：每年对海南省有效期内的高新技术企业给予研发资金奖励。
补贴额度：年度研发经费增量的30%（规上≤200万，其他≤100万）Finish
申请条件：
在有效期内的高新技术企业；
申请奖励前两年，每一年度研发费用占比（销售收入小于5仟万元（含）【≥5%】、在5仟万元至2亿元（含）【≥4%】之间以及在2亿元以上【≥3%】）；
有效期内按要求填报火炬统计调查及年度发展情况报表等材料；
申请补贴≥5万元，需提供专项审计报告（上两个年度研发经费）；
将研发投入相关资料整理备查。
高新技术企业“倍增工程”（整体迁入奖励）
《海南省整体迁入高新技术企业奖励细则》（琼科规〔2021〕5号）
补贴形式：对在有效期内整体迁入海南省的高新技术企业，给予一次性迁入奖励资金。
补贴额度：完成迁入注册后12个月内的5%固定投资或10%研发投入（额度≤500万）。
申请条件：
在高企资质有效期内整体迁入海南省，获得海南省高新技术企业认定管理机构相关证明文件；
申请奖励时，仍在高新技术企业有效期内；
迁入后在海南省实质运营；
有效期内按要求填报火炬统计调查及年度发展情况报表等材料；
在迁入注册后2年内申请，逾期不再受理。
高新技术企业“倍增工程”（培育库）
《海南省高新技术企业培育库管理办法》（琼科规〔2021〕3号）
补贴形式：根据入库企业研发投入和企业规模，对入库企业给予研发资金补贴。
补贴额度：不超过企业年度研发经费增量的25%，最高不超过50万元。
入库申请条件（部分）：
研发费用占比（销售收入小于5仟万元（含）【≥5%】、在5仟万元至2亿元（含）之间【≥4%】以及在2亿元【≥3%】）；
在中国境内发生的研发费用总额占全部研发费用总额的比例≥60%；
科技人员占企业当年职工总数的比例≥10%；
近一年高新技术产品（服务）收入占企业同期总收入的比例≥60%；
《高新技术企业认定管理工作指引》中企业创新能力评价标准（55<综合分≤70）。
出库管理：
1.已被认定为高新技术企业；
2.企业入库满3年；
3.企业经营范围、主营业务等发生变更，不再符合本办法第五条相关条件；
4.在申请过程中存在严重弄虚作假的；
5.入库后因违反行政法律法规规定而受到行政处罚的；
6.被列入经营异常名录和严重违法失信企业名单。
【已出库企业不再进入培育库】
已入库企业奖补申请资格：
1.在第二、三年提交高新技术企业认定申请的，经专家评审，综合评分高于上一年度但仍未超过70分；
2.企业资产总额、纳税总额比上一年度实现增长。
【未达到上述条件的，不予继续资助】
海南省科技型中小企业
《海南省科技型中小企业认定管理暂行办法》（琼科规〔2021〕9号）
【有效期三年】
【申请条件】
1.在海南省行政区域内注册的居民企业。企业提供的产品和服务不属于国家规定的禁止、限制和淘汰类。
2.企业在填报上一年及当年内未发生重大安全、重大质量事故和严重环境违法、科研严重失信行为，且企业未列入经营异常名录和严重违法失信企业名单。
3.职工总数不超过500人、年销售收入不超过2亿元、资产总额不超过2亿元。
4.未被认定为高新技术企业。
5.企业根据海南省科技型中小企评价指标进行综合评价所得分值不低于60分，且科技人员指标得分不得为0分。
【直通车】符合条件1-4且同时符合下列条件中的一项，可直接确认符合条件。
1.企业近三年内获得过省级科技奖励;
2.企业拥有经备案或认定的内设研发机构;
3.企业近三年内牵头承担省级财政科技计划项目。
【支持措施】
1.对纳入海南省科技型中小企业库的，由市县制定资助资金管理办法，鼓励市县财政根据科技研发投入情况给予每家入库企业最高不超过5万元奖励。
2.在省级科技计划项目组织实施中，支持省科技型中小企业广泛参与高新技术企业、高校、科研院所等牵头的项目，组建创新联合体“揭榜攻关”。
3.支持有条件的科技型中小企业建立内部研发平台等，引进培育骨干创新团队，申请认定高新技术企业。
激励企业产值或营业收入上规模
《海南省科学研究和技术服务业企业营业收入上规模奖励管理实施细则》（琼科规〔2022〕23号）
支持对象：
《国民经济行业分类》研究和试验发展、专业技术服务业、科技推广和应用服务业（行业代码73、74、75）【实质性运营的科学研究和技术服务业企业】
奖补措施：
1. 对申报年度营业收入首次突破1亿元的，给予一次性50万元奖励；
2. 对申报年度营业收入首次突破3亿元的，给予一次性80万元奖励；
3. 对申报年度营业收入首次突破5亿元的，给予一次性100万元奖励；
4. 对申报年度营业收入首次突破10亿元的，给予一次性150万元奖励。
申请程序：
1.省科技厅发布申报通知，市县科技管理部门发动属地企业申报，企业向省科技厅提交材料；
2.省科技厅审核企业年营业收入情况，经行政决策后公示不少于5日，无异议的予以拨付。
企业内设研发机构奖励
《海南省企业研发机构奖励管理实施细则》（琼科规〔2022〕19号）
企业研发机构：企业内部设立的从事科学研究、新材料、新技术、新产品、新工艺研究开发以及设计、测试、检验等有关技术服务的机构。
支持措施1：省、市县财政按照5:5比例给予上年度实际研发投入（参考企业所得税纳税申报表中“允许扣除的研发费用”）的20%，一次性最高100万元补助。
【申请条件1】：
1.规模以上工业企业或高新技术企业；
2.设立的研发机构经科技管理部门备案为省级研发机构；
3.新认定为省级研发机构，未享受过一次性认定奖励。
支持措施2：
1. 研发经费增量在10万元至30万元（含）之间的，给予5万元的奖励；
2. 研发经费增量在30万元至50万元（含）之间的，给予10万元的奖励；
3. 研发经费增量在50万元至100万元（含）之间的，给予20万元的奖励；
4. 研发经费增量在100万元至200万元（含）之间的，给予30万元的奖励；
5. 研发经费增量在200万元至300万元（含）之间的，给予40万元的奖励；
6. 研发经费增量在300万元以上的，给予50万元的奖励。
【申请条件2】：
1.规模以上企业；
2.设立的研发机构符合企业研发机构基本条件；
3.诚信守法经营、未纳入严重失信主体名单。
内设研发机构认定与备案

企业内设研发机构基本条件（其他企业研发机构）：
在海南省注册一年以上的独立法人，主要研发、生产活动在海南省内；
企业拥有与主营业务相关的知识产权；

《海南省专业公共技术服务平台奖励管理实施细则》（琼科规〔2022〕20号）
资助方式：
【新建（扩建）补贴】按新建（扩建）软硬件投资额500万元（含）以上的，按照投资额的30%给予奖励（≤500万元）。
【服务奖励】对平台为企事业（与其无投资关系）提供服务的，年度服务金额达300万元以上，按照年度服务金额的5%给予奖励（≤500万元）。
【软硬件投资】指直接用于平台服务功能拓展、服务场地改造、仪器设备购置、服务软件购买等。
【年度服务金额】平台为企事业提供服务产生的直接收入，以申报年度的上一年度服务金额计算。
注：资助资金主要用于平台服务的相关开支。
支持专业公共技术服务平台建设
《海南省省级产业创新服务综合体认定管理办法（试行）》（琼科规〔2021〕8号）
功能定位：
聚焦科技成果转化、提升产业链创新服务能力、推动产业聚集创新发展为主要任务，集研究开发、创意设计、中试服务、成果推广、创业孵化、展览展示、检验检测、标准咨询、人才引进等创新资源要素于一体的新型载体，是为科技企业提供全链条创新服务的产业创新公共技术服务平台。
资助方式：
根据《海南省以超常规手段打赢科技创新翻身仗三年行动方案（2021-2023年）》主要任务第19条规定，省、市县财政按照5∶5比例一次性给予每家最高不超过500万元奖励。
申请条件：
1.依托具备条件、有意愿的省级重点园区建设，园区提供创新要素相对集聚的物理空间，面积一般不少于 2000平方米；
2.引进或依托专业化研发服务机构设立独立法人单位负责申报和运营综合体；
3.重点园区针对重点产业引进一批国内外知名科研院所、若干家创投机构及检验检测、标准信息、创业孵化、知识产权等专业化服务机构；
4.综合体能为企业提供集研发、设计、检验检测、计量测试、科技金融、人才培训、技术市场为一体的全流程创新综合服务。
引进培育科研机构
《海南省科研机构引进和培育资助实施细则》（琼科规〔2022〕18号）
资助方式：
1. 中央编制机构同意在海南省设立的独立法人整建制科研机构（≤2000万元）；
2. 国内外知名的科研院所、大学设立的具有独立法人分支机构（≤500万元）。

【整建制科研机构】资助标准：
1.在编在岗或全职受聘的科研机构科研人员（以下简称科研机构科研人员）100人及以上，按上一年度的科研基础设施投入和研发投入总和50%给予科研经费补助（≤2000万元）；
2.科研机构科研人员50-100人（不含），按上一年度的科研基础设施投入和研发投入总和50%给予科研经费补助（≤1500万元）；

【分支机构】资助标准：
1.科研机构科研人员50人及以上，按上一年度的科研基础设施投入和研发投入总和50%给予科研经费补助（≤500万元）；
2.科研机构科研人员40-50人（不含），按上一年度的科研基础设施投入和研发投入总和50%给予科研经费补助（≤400万元）；

促进产学研用深度融合
《海南省企业科技特派员制度实施方案》（琼科〔2021〕256号）
企业科技特派员要求：高校、中等职业学校、科研院所的科研人员（面向全国）
派驻企业申请条件：入选“精英行动”的高新技术企业或规上工业企业。
派驻要求：
企业科技特派员为兼职派驻，期限一般为两年，累计服务时间≥100天；
派驻企业应依法为企业科技特派员缴纳工伤保险费，并提供必要的科研保障；
市县科技管理部门要主动关心企业科技特派员在派驻企业的工作情况。
支持措施：
合作科技项目择优列入省重点研发计划专项项目资助；
支持派驻企业布局省级技术创新中心、省联合重点实验室、院士创新平台等高水平创新平台。
1.合作科技项目择优列入省重点研发计划专项项目资助；
2.派驻企业申请海南省科技创新券，符合条件的给予优先支持；

科技金融
《海南省科技创新券管理办法》（琼科规〔2022〕9号）
补助形式：对海南省内企业订立服务协议的科技创新活动给予事前补助。
补贴额度：单个企业每年最高可申请50万元。
企业申领使用条件（部分）：
1.支持范围：与主营业务有密切关联的技术开发、技术转让、技术咨询、技术服务、技术许可、检验检测和资源开放等服务；
2.购买的专业服务与开展的研发活动有直接相关性；
3.与合作的服务机构无隶属、共建、产权纽带等关联关系。
优先支持科技型中小企业、高新技术企业申请和使用创新券。
使用方式：企业申领，机构兑付
服务机构申请入驻条件：
1.积极协助推广应用科技创新券，主要为注册在本省的高校、科研院所和内设有研发机构的企业等独立法人单位；
2.具备相关专业服务能力、资质证明，其专职服务人员有相关业务经历；
3.有明确的专业服务内容、服务规范，无不良信用记录；
4.企业类服务机构内设的研发机构须被认定为省级及以上标准，拥有省级研发机构的“精英行动”高新技术企业或规模以上工业企业申请即批。
《海南省科技信贷风险补偿管理暂行办法》（琼科规〔2020〕14号）
政策目的：设立海南省科技信贷风险补偿资金（即“琼科贷补偿金”），鼓励商业银行 加大对海南省高新技术企业的信贷支持力度。
受益对象：有效期内的高新技术企业或进入海南省高新技术企业培育库的企业。
申请条件：
（一）近3年内没有国家、省级科技计划项目到期未验收、项目被动结题。
（二）“琼科贷”贷款资金属于项目贷款，必须用于本企业技术研发、技术改造、技术引进、成果转化等研发和生产经营活动，不得用于其它用途；
（三）单笔贷款不超过1000万元，贷款期限不超过2年，上一笔贷款偿还完成前不能再申请该项贷款；
（四）单个贷款项目不得重复获得其它政府部门实施的信贷类补偿金的支持。
