海南省企业科技特派员制度实施方案

Implementation Plan for the System of Science and Technology Commissioner for Enterprises in Hainan Province

为认真贯彻落实《海南省以超常规手段打赢科技创新翻身仗三年行动方案(2021-2023年)》相关要求,搭建高新技术企业与科研人员交互服务平台,建立高新技术企业和规模以上工业企业"科技特派员"制度,鼓励和引导科技人员服务我省的科技创新和产业发展,促进高校、中等职业学校、科研院所科技要素向企业转移,推动产业转型升级,打造创新发展新动能,制定如下方案。

The Plan is formulated to implement relevant requirements under the Three-Year Action Plan for Winning the Science and Technology Innovation Battle by Extraordinary Means in Hainan Province (2021-2023); build a platform for the interaction of high-tech enterprises and scientific and technical personnel; develop a system of “science and technology commissioner” for high-tech enterprise and industrial enterprises above the designated size; encourage and guide scientific and technical personnel to contribute to the scientific and technological innovation and industrial development of Hainan; promote the transfer of scientific and technological elements from higher education institutions, secondary vocational schools and research institutes to enterprises; promote industrial transformation and upgrading; and create new growth drivers for industrial innovative development.

一、总体要求

I. General Requirements

紧紧围绕《海南省以超常规手段打赢科技创新翻身仗三年行动方案(2021-2023年》和省委、省政府推动经济高质量发展的决策部署,按照"企业需求导向、人才技术纽带、产学研用协同"原则,依托科研实力较强的高校、中等职业学校、科研院所,选拔一批工作热情高、创新意识强、创新资源丰富、了解行业技术发展现状和趋势的科研人员,派驻企业担任科技特派员,架起高校、中等职业学校、科研院所优势创新资源与高新技术企业、规模以上工业企业合作的桥梁,实现高校、中等职业学校、科研机构科技要素向企业转移、高智力成果向企业输出的快速转变,进一步强化产学研用紧密结合及科技成果同企业市场紧密结合,促进更多科技成果转化成为现实生产力,切实解决企业各类技术问题,实现从单纯的教学、科研人员向集科学研究、成果转化、技术指导为一体的产学研专家的转变,有力促进技术到产能、成果到产品、理论到现实的转化,提升企业科技资源和创新资源转化能力,形成以企业为主体、市场为导向、产学研用深度融合的技术创新体系,充分发挥科研人员在搭建高校、中等职业学校、科研院所与企业间产学研深度融合桥梁方面的重要作用,进一步加速科技成果转化应用,为促进我省经济高质量发展提供强有力的科技支撑。

A group of scientific researchers with high enthusiasm, strong creativity, rich innovation resources, and deep understanding of the current development situation and trends of industry technologies, shall be selected and dispatched to enterprises as science and technology commissioners in strict accordance with the Three-Year Action Plan for Winning the Science and Technology Innovation Battle by Extraordinary Means in Hainan Province (2021-2023), the decisions and arrangements of the CPC Hainan Provincial Committee andthe People's Government of Hainan Province, in the principles of “orientating to enterprise demand-oriented, linking talents and technologies, and promoting government-industry-university collaboration”, and relying on higher education institutions, secondary vocational schools and research institutes with stronger scientific research strength. These enterprises shall bridge the cooperation between higher education institutions, secondary vocational schools and research institutes with superior innovation resources and high-tech enterprises and industrial enterprises above the designated size; realize the transfer of scientific and technological elements from higher education institutions, secondary vocational schools and scientific research institutions to enterprises, and the rapid transformation of high intellectual achievements to enterprise output; further strengthen the close integration of industry-university-research-application and the close integration of scientific and technological achievements with the market of enterprises; promote the transformation of more scientific and technological achievements into real productivity; effectively solve various technical problems of enterprises; realize the transformation from simple teaching and scientific researchers to industry-university-research experts integrating scientific research, achievement transformation and technical guidance; actively promote the transformation of technologies to production capacity, results to products, and theories to reality; enhance the ability of enterprises to transform scientific and technological resources and innovation resources; form a technological innovation system dominated by enterprises, oriented to the market, and deeply integrated with industrials, universities and research institutes; give full play to the important role of scientific researchers in building an in-depth bridge between higher education institutions, secondary vocational schools, research institutes and enterprises for industry-university-research collaborations; further accelerate the transformation and application of scientific and technological achievements; and provide strong scientific and technological support to promote the high-quality economic development of Hainan Province.

二、总体目标

II. Overall Objectives

以企业科技特派员行动为载体,每年向全省 30家左右高新技术企业和规模以上工业企业派驻科技特派员,帮助企业解决新产品研发和生产工艺中的技术问题,协助企业建设研发创新平台、开发核心产品,大力提升企业技术创新能力和市场竞争能力。经过三年努力,累计服务高新技术企业和规模以上工业企业100家左右,其中领军企业5家,瞪羚企业10家,种子企业15家,规上工业企业30家。进一步增强领军企业自主创新能力,推动一批科技型企业建立完善的产学研用密切结合的科技创新体系,加强企业科技成果引进,推进高层次科技人才团队培养,促进企业科技创新平台创建,为支撑全省经济高质量发展发挥重要作用。

With their actions as carriers, some science and technology commissioners were sent to about 30 high-tech enterprises and industrial enterprises above the designated size throughout Hainan every year to help the enterprises solve technical problems in the R&D and production processes of new products, assist them in building R&D and innovation platforms and developing core products, and vigorously enhance their technological innovation capabilities and market competitiveness. After three years of efforts, they have served a total of about 100 high-tech enterprises and industrial enterprises above the designated size, including 5 leading enterprises, 10 gazelle enterprises, 15 seed enterprises and 30 industrial enterprises above the designated size. They further strengthened the independent innovation capability of the leading enterprises, promoted a number of science and technology enterprises to establish a sound technological innovation system integrated with industries, universities, research institutes and clients, strengthened the introduction of scientific and technological achievements of enterprises, promoted the training of high-level scientific and technological talent teams, promoted the creation of technological innovation platforms for enterprises, and played an important role in supporting the high-quality economic development of HainanProvince.

三、企业科技特派员主要任务

III. Main Tasks of Enterprise Science and Technology Commissioners

(一)摸清企业技术需求,协助制定企业技术发展战略。根据技术和行业发展的趋势,特派员要在充分摸清企业技术需求基础上,收集新工艺、新技术、新产品信息以及国内外市场动态信息,掌握相关技术领域的发展态势和资源布局,分析和研究需要攻克的关键技术和共性技术问题,协助企业制定技术发展战略。

(1) Identify the technological needs of enterprises and assist in the formulation of strategies for their technological development. According to the trend of technology and industry development, commissioners shall, on the basis of fully understanding the technical needs of enterprises, collect information on new processes, technologies and products as well as domestic and international market dynamics, grasp the development trend and resource layout of relevant technical fields, analyze and study the key technologies and common technical problems that need to be overcome, and assist enterprises in formulating strategies for technical development.

(二)协助企业开展产学研合作,建立长效合作机制。充分发挥特派员的桥梁和纽带作用,根据企业技术需求和技术发展战略,面向国内外寻找优势科技资源,努力促成企业与高校、中等职业学校和科研院所的有效对接和结合,建立产学研合作的长效机制。

(2) Assist enterprises to carry out industry-university-research cooperation and establish a long-term cooperation mechanism. Commissioners shall give full play to their role as a bridge and link to find superior scientific and technological resources at home and abroad according to the technical needs and technological development strategies of enterprises, and strive to facilitate the effective connection and combination of enterprises and higher education institutions, secondary vocational schools and research institutes, and establish a long-term mechanism of industry-university-research cooperation.

(三)参与企业研发,解决企业生产和新产品研发中的技术问题,提升企业产品竞争力。充分利用派出单位的科研、教育、人才等优势条件,积极参与企业的技术研发工作。充分分析企业的技术需求,研究产业重大共性技术问题,整合产业和科技优势资源,组建产学研创新联盟,开展联合攻关。

(3) Participate in the R&D of enterprises, solve technical problems in the production and R&D of new products of enterprises, and improve the competitiveness of their products. Commissioners shall make full use of the advantages in scientific research, education and talents of the dispatching units, actively participate in the technical R&D work of enterprises, thoroughly analyze the technical needs of enterprises, study major common technical problems in the industries, integrate the superior resources of industries and science and technology, set up innovation alliances of industries, universities and research institutes, and carry out joint research.

(四)促成企业与高校、中等职业学校、科研院所共建创新平台,提升企业自主创新能力。帮助企业建设内设企业研发机构,促成企业与高校、中等职业学校、科研院所合作建设技术创新中心、检测服务中心等研发平台和产业化基地等,不断提升企业的技术研发水平以及高校、中等职业学校、科研院所的科技创新能力。

(4) Facilitate enterprises to build innovation platforms with higher education institutions, secondary vocational schools and research institutes to enhance their ability in independent innovation. Commissioners shall help enterprises to build internal corporate R&D institutions, enabling enterprises to cooperate with higher education institutions, secondary vocational schools, research institutes to build technology innovation centers, detection service centers and other R&D platforms and industrialization bases to continuously improve the level of technology R&D of enterprises and the technological innovation capabilities of higher education institutions, secondary vocational schools and research institutes.

(五)优化企业研发团队,联合培养人才。通过推动高校、中等职业学校、科研院所与企业共建联合研发平台、人才培养基地等,为企业培养和引进高层次技术人才和管理人才。同时为高校、中等职业学校、科研院所培养有生产一线工作经验的优秀中青年教师和科技人员。

(5) Optimize the R&D teams of enterprises and jointly cultivate talents. Commissioners shall promote higher education institutions, secondary vocational schools, research institutes and enterprises to build joint R&D platforms and talent training bases, train and introduce senior technical and management talents for enterprises, and train outstanding young and middle-aged teachers and scientific and technical personnel with rich working experience on the production line for higher education institutions, secondary vocational schools and research institutes.

(六)完善技术创新体系,发挥典型示范效应。推动企业完善以知识产权为核心的知识、技术管理制度,把企业培育成引领产业技术创新的高科技企业。发挥特派员所驻企业的典型示范效应,加快提升产学研结合的层次和水平,带动一大批科技型中小企业通过产学研合作提升自主创新能力和产品竞争力,加快建立以企业为主体、市场为导向、产学研相结合的技术创新体系。

(6) Improve technological innovation systems and give full play of the typical demonstration effect. Commissioners shall promote enterprises to improve knowledge and technology management systems with IP rights as the core and cultivate enterprises into high-tech enterprises leading industrial technology innovation. They shall also give full play of the typical demonstration effect of the enterprises where they are assigned, accelerate the level of integration of industries, universities and research institutions, and drive a large number of science and technology SMEs to enhance their independent innovation capabilities and product competitiveness through cooperation with industries, universities and research institutions, and accelerate the establishment of a technological innovation system dominated by enterprises, oriented to the market, and integrated with industrials, universities and research institutes.

四、企业科技特派员资格条件

IV. Qualification Requirements on Enterprise Science and Technology Commissioners

申报特派员应同时满足以下条件∶

Applicants shall meet the following requirements:

(一)高校、中等职业学校、科研院所具有技术专长的教师、科技人员;

(1) They shall be teachers, scientists or technicians with technical expertise in higher education institutions, secondary vocational schools or research institutes;

(二)具有扎实的相关产业领域专业知识和技术特长,较强的研发能力、组织协调能力和工作责任心;

(2) They shall have solid know-hows and expertise in related industries, high ability in R&D, organization and coordination, and strong sense of responsibility;

(三)熟悉企业科研情况,有志于从事产学研结合工作,对服务科技型企业有浓厚兴趣,能帮助科技型企业解决发展中的科技问题。

(3) They shall be familiar with the R&D of enterprises and ambitious for the integration of industries, universities and research institutes, have a keen interest in serving science and technology enterprises, and can help science and technology enterprises solve scientific and technological problems.

五、申报驻点企业资格条件

V. Qualification Requirements for Enterprises Applying for the Assignment of Commissioners

申报驻点企业应满足以下条件∶

Enterprises applying for the assignment of commissioners shall meet the following requirements:

(一)入选"海南省高新技术企业精英行动"入库企业或部分科技创新能力较强规模以上工业企业;

(1) They shall have been admitted into the Incubator under the “Elite Action of High-tech Enterprises in Hainan Province” or accredited as industrial enterprises above the designated size with strong capacity in innovation;

(二)自主创新意识强,为企业科技特派员安排合适岗位,明确岗位职责,提供相应的工作和生活条件;

(2) They shall have a strong sense of independent innovation, can arrange suitable positions for enterprise science and technology commissioners, clarify job responsibilities, and provide corresponding working and living conditions;

(三)具备较好的科研基础,能为企业科技特派员提供配套科研条件。

(3) They shall have a good foundation of scientific research and can provide supporting scientific research conditions for enterprise science and technology commissioners.

六、科技特派员派驻程序

VI. Procedures for the Dispatch and Assignment of Science and Technology Commissioners

1.企业申请派驻。有需求的符合条件企业按照要求填写《拟派驻企业基本情况和技术需求表》,向所在市县科技管理部门提交申请。

1. Application by enterprises for the dispatch and assignment of commissioners. Eligible enterprises shall fill in the Form of Basic Information and Technical Needs of theProposed Enterprises as required and submit an application to the competent science and technology authorities at municipal and county levels.

2.初审。市县科技管理部门对企业申请情况进行初审,对符合条件的企业出具初审意见后,汇总报省科技管理部门。

2. Preliminary review. The science and technology authorities at municipal and county levels shall conduct a preliminary review on the application of enterprises, issue opinions for the preliminary review for eligible enterprises and report them to the provincial science and technology authorities.

3.对接选派。省科技管理部门将市县推荐上报拟派驻企业技术需求发往相关高等院校、科研院所等事业单位、社会机构进行初步对接,根据企业技术需求组织科研人员自愿申报,并填报《拟派出科研人员基本情况表》,经所在单位审核同意后,报省科技管理部门。

3. Matching and dispatch. The provincial science and technology authorities shall send the technical needs of theproposed enterprises recommended by the science and technology authorities at municipal and county levels to relevant higher education institutions, research institutes and other public institutions, social institutions for preliminary matchmaking. Then, these institutions shall organize scientific researchers according to the technical needs of enterprises to apply voluntarily, and fill in the form of Basic Information of Scientific Researchers to be Dispatched. When the units of applicants have reviewed and approved the application, the form shall be submitted to the provincial science and technology authorities.

4.签订派驻意向书。省科技管理部门将拟派科研人员情况反馈市县科技管理部门,由市县科技管理部门组织召开企业科技特派员初步人选和拟派驻企业负责人见面洽谈会,经双方确定合作意向和合作内容后,由企业科技特派员与派驻企业、派出单位共同签订《海南省企业科技特派员协议书》,明确各方的责任、权利与义务,报所在市县科技管理部门。

4. Signing of Letter of Intent for Dispatching and Assignment. The provincial science and technology authorities shall feedback the information of scientific researchers proposed to be dispatched to the science and technology authorities at municipal and county levels. Then, the latter shallhold a meeting between the preliminary candidates of science and technology commissioners and the heads of theproposed enterprises. When the two parties have reached a consensus on the cooperation intentions and contents, the enterprise science and technology commissioners shall sign the Agreement of Science and Technology Commissioners for Enterprises in Hainan Province with the proposed enterprises and dispatching units to clarify the responsibilities, rights and obligations of each party. Then, the cooperation shall be reported to the science and technology authorities at municipal and county levels where the relevant enterprises operate.

5.确定企业科技特派员派驻。各市县科技管理部门审核确定后,发布企业科技特派员名单,明确派驻企业,并将企业科技特派员名单和派驻企业等相关材料报省科技管理部门、省人社部门备案。

5. Determination of the dispatching and assignment of enterprise science and technology commissioners. After review, science and technology authorities at municipal and county levels shall issue the list of enterprise science and technology commissioners, clarify the proposed enterprises, and submit the lists of enterprise science and technology commissioners and the proposed enterprises and other relevant materials to the provincial science and technology authorities and the Department of Human Resources and Social Security for filing purpose.

七、管理要求

VII. Management Requirements

1.企业科技特派员派驻期间,实行特派员所在高校、中等职业学校、科研院所和入驻企业联合管理,各负其责的管理机制。

1. During the dispatching and assignment period, enterprise science and technology commissioners shall be managed according to the following mechanism: higher education institution, secondary vocational school or research institute where commissioners work and the enterprises assigned with commissioners shall jointly manage the commissioners and undertake their responsibilities independently.

2.企业科技特派员主要采取兼职方式派驻企业,时间一般为2年,服务企业时间累计不少于100天,到期后可根据企业实际需要继续申报。

2. Enterprise science and technology commissioners are normally dispatched to enterprises in a part-time manner. They shall serve enterprises for at least 100 days in total but up to 2 years in general. After the term expires, they can continue to apply for assignment according to the reality of relevant enterprises.

3.企业科技特派员派出期间,参加职称评审、项目申报、岗位竞聘、培训、考核、奖励等各方面权利,工资、社会保险等各项福利待遇不受影响。经与人事关系所在单位协商一致,可以实行相对灵活、弹性的工作时间。特派员入驻企业期间,应按要求遵守企业相关管理制度。

3. During the dispatching and assignment period, all rights of enterprise science and technology commissioners to participate in title evaluation, project declaration, job competition, training, assessment and reward, and all benefits such as salary and social insurance shall not be affected. They can have relatively flexible and elastic working hours by consensus with the unit to which their organizational affiliation belongs. The commissioners shall comply with relevant management systems of enterprises as required.

4.企业科技特派员在服务期间取得明显经济效益,与企业职工同等享有获取报酬、奖金、股权激励的权利,国家另有规定的从其规定。科研成果转化权益分配,按照相关政策执行。

4. Unless otherwise stipulated by applicable national laws and regulation, enterprise science and technology commissioners can achieve significant economic benefits and enjoy the same rights to compensation, bonuses, and equity incentives as employees of relevant enterprises during the dispatching and assignment period. The distribution of interests in the transformation of scientific research outcomes shall be implemented in accordance with applicable policies.

5.入驻企业应当依法为企业科技特派员缴纳工伤保险费,其在人事关系所在单位外工作期间发生工伤的,依法享受工伤保险待遇,由相关单位或企业承担工伤保险责任。创造特派员必需的生活、开展工作的便利条件,认真履行签订协议的承诺,把特派员作为企业创新资源,充分利用特派员的科研成果和创新能力,加快提升企业竞争力,促进企业转型升级。

5. Enterprises assigned with commissioners shall pay the premium of work-related injury insurance for enterprise science and technology commissioners. If the commissioners are injured at work while working outside the units to which their organizational affiliation belongs, they are entitled to benefits for work-related injury insurance according to applicable laws and regulations. Relevant units or enterprises shall be responsible for paying such a premium. The enterprises shall also create necessary living and working conditions for the commissioners, conscientiously fulfill their commitments under the agreement, take the commissioners as the innovation resources of enterprises, make full use of their scientific research achievements and innovation capabilities, enhance the competitiveness of enterprises, and promote the transformation and upgrading of enterprises.

6.派出单位、选派人员、派驻企业应当签订三方协议,并鉴定合作协议,约定选派人员的工作内容、期限、报酬、奖励等权利义务以及成果转让、开发收益等权益分配内容。针对合作过程中涉及的技术保密、知识产权利益归属等问题,签署相应协议予以明确。

6. Dispatching units, commissioners dispatched and enterprises assigned with commissioners shall sign a tripartite agreement and identify cooperation agreements to agree on the work contents, term, compensation, rewards and other rights and obligations of commissioners, the transfer of outcomes, and the distribution of development revenue and other rights and interests. Corresponding agreements shall be signed to clarify issues such as technology confidentiality and ownership of IP rights interests involved in the cooperation process.

7.相关政策参照《人力资源社会保障部关于进一步支持和鼓励事业单位科研人员创新创业的指导意见》(人社部发〔2019〕137号)执行。

7. Please refer to the Guiding Opinions of the Ministry of Human Resources and Social Security on Supporting and Encouraging Scientific Researchers of Public Institutions in Innovation and Entrepreneurship (Ren She Bu Fa [2019] No. 137) for relevant policies.

8.在派驻期间,因入驻企业经营情况发生重大变化等原因,已无法开展相关科技创新活动等,企业科技特派员可提出中止派驻;企业科技特派员因身体原因、人事关系单位需要等原因,无法继续派驻企业开展创新活动,入驻企业可提出中止派驻。

8. During the assignment period, if any enterprise assigned with commissioners cannot carry out relevant technological innovation activities due to significant changes in operations, the science and technology commissioners assigned to the enterprise can propose to suspend the assignment. If any enterprise science and technology commissioner cannot continue to carry out innovation activities in an enterprise due to physical reasons, the needs of the unit to which the organizational affiliation belongs or other reasons, the enterprise can propose to suspend the assignment.

八、职责分工

VIII. Responsibilities

1.省科技管理部门统筹管理全省企业科技特派员工作,负责制定企业科技特派员评价指标体系、管理制度等,研究制度支持政策措施,对符合条件的优秀合作项目给予立项支持。

1. Provincial science and technology authorities shall be responsible for coordinating and managing the work of science and technology commissioners, developing the evaluation indicator systems and management systems for enterprise science and technology commissioners, formulating relevant supporting policies and measures for the systems, and providing supports to eligible outstanding cooperation projects.

2.各市县科技管理部门应主动关心企业科技特派员的工作,督促派驻企业做好保障工作;组织对派驻本市县的企业科技特派员年度评价工作,根据派驻企业提报的评价材料,参照派驻协议书,确定企业科技特派员年度工作评价结果,报省科技管理部门备案。

2. Science and technology authorities at municipal and county levels shall take the initiative to care about the work of science and technology commissioners; urge the enterprises assigned withcommissioners to provide sufficient guarantee; carry out an annual evaluation on enterprise science and technology commissioners dispatched to local enterprises; determine the annual evaluation results for the work of science and technology commissioners according to the evaluation materials submitted by enterprises assigned with commissioners and relevant dispatching and assignment agreements, and submit the results to the provincial science and technology authorities for filing.

3.派出单位制订相应的激励措施,为企业科技特派员完成派驻任务积极创造条件,围绕企业科技特派员与派驻企业合作方向,推动本单位人才、成果、平台等优势资源支持企业创新发展。

3. Dispatching units shall develop corresponding incentive measures to actively create conditions for enterprise science and technology commissioners to complete tasks assigned; and use their talents, achievements, platforms and other advantageous resources to support the innovation and development of the enterprises through the cooperation between enterprise science and technology commissioners and enterprises assigned with such commissioners.

4.派驻企业为企业科技特派员提供必要的科研保障,把企业科技特派员作为企业创新资源,加快提升企业竞争力;围绕企业科技特派员解决企业技术难题,协助建设研发创新平台、开发核心产品,带领企业提升技术创新能力和市场竞争能力等方面的工作成效,对企业科技特派员进行评价并形成评价材料报各市县科技管理部门。

4. Enterprises assigned with commissioners shall provide necessary guarantees for scientific researches for science and technology commissioners and regard such commissioners as the innovation resources of enterprises to accelerate the improvement of enterprise competitiveness; focus on the solutions to technical problems of enterprises to help enterprises build an R&D and innovation platform, develop core products, and lead enterprises to enhance the effectiveness of improvement of technological innovation capacities and market competitiveness; and evaluate enterprise science and technology commissioners, prepare materials for the evaluation, and submit the materials to science and technology authorities at municipal and county levels.

九、支持措施

IX. Supporting Measures

1.择优将企业科技特派员与派驻企业产学研合作科技项目列入海南省重点研发计划,给予立项资助;鼓励派驻企业和企业科技特派员聚焦海南省高新技术产业重大科技技术创新需求,凝练重大科技计划项目,符合条件给予优先支持;派驻企业申请海南省科技创新券,符合条件的给予优先支持。

1. Enterprise science and technology commissioners and industry-university-research cooperative science and technology projects of enterprises assigned with commissioners can be selected and listed in the key R&D programs of Hainan Province and funded. Enterprises assigned with commissioners and science and technology commissioners shall be encouraged to focus on major technological innovation needs of high-tech industries in Hainan Province, refine major science and technology programs and be given priority support if they meet relevant requirements. Enterprises assigned with commissioners can be given priority for technological innovation vouchers of Hainan Province (if needed) if they meet applicable requirements.

2.支持派驻企业布局建设省级技术创新中心、省联合重点实验室、院士创新平台等高水平创新平台;鼓励派驻企业申报国家级创新平台,推进各类科技创新要素资源向派驻企业集聚,增强企业自主创新能力。

2. Enterprises assigned with commissioners are supported to arrange and construct provincial technological innovation centers, provincial joint key laboratories, academician innovation platforms and other high-level innovation platforms. Enterprises assigned with commissioners shall be encouraged to apply for national innovation platforms to promote the gathering of all kinds of scientific and technological innovation factors and resources to the enterprises, and enhance their ability in independent innovation.

3.强化对企业科技特派员工作评价,对评价结果优秀的企业科技特派员,授予优秀企业科技特派员荣誉称号,积极推荐申报海南省相关人才计划。

3. Evaluations on the work of enterprise science and technology commissioners shall be strengthened. Commissioners with excellent evaluation results shall be awarded with the honorary title of Excellent Enterprise Science and Technology Commissioner and recommended to relevant talent programs in Hainan Province.

4.鼓励派出单位制定支持企业科技特派员创新的政策措施,设立与之相适应的人才评价体系,调动科研人员参与企业创新的积极性。
